NASA/LeRC plans to issue a Request for Proposal (RFP) for services to replicate the Science, Engineering, Mathematics, and Aerospace Academy (SEMAA), a program developed in 1993 under a partnership between Cuyahoga Community College and the NASA Lewis Research Center. This program is a NASA educational program for students grades K-12, which expands opportunities and enhances diversity in the NASA sponsored research and education community. NASA/LeRC intends to enter into a contract with Cuyahoga Community College in Cleveland, Ohio. Justification for other than full and open competition is being prepared using the citation of 10 U.S.C. 2304(c)(1) as its authority. Cuyahoga Community College has the unique capabilities and expertise based on the fact that they developed and piloted this program under a previous contract with NASA LeRC. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See Internet Note "B". Interested firms have15 calendar days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 calendar days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
