Security Administration (SSA) has a requirement for the services of a
contractor to design and implement national multimedia Public Service
Announcement (PSA) campaigns to inform the public of different aspects
of the Social Security program. The required services will be carried
out in two phases. In phase one the contractor will conduct focus
group sessions to test concepts for PSAs and survey Gatekeepers. In
phase two the contractor will provide services that include promoting,
marketing, replicating, packaging, distributing, and evaluating
television, radio, and print PSA campaigns. These services shall be
provided on an as-needed-basis for a one (1) year period from the date
of contract award including four (4) one year options to extend the
term of the contract. This acquisition has been determined to be
subject to Part 12 of the Federal Acquisition Regulation (FAR)
regarding the acquisition of commercial items. This is a simplified
acquisition under the Test Program for Certain Commercial Items and a
request for quotation, number SSA-RFQ-98-3493, is scheduled for release
on or about March 19, 1998, with quotations due 21 days thereafter.
Requests for the RFQ may be sent via telefax on (410) 966-9310 or
mailed. Requests for the RFQ should be received no later than ten (10)
days after the date of this publication. Requests received after this
period will be filled on a first-come, first-served basis until the
supply is exhausted. All requests must be in writing and should cite
the solicitation number SSA-RFQ-98-3493. No telephone requests will be
honored. Quotations from all responsible small business sources shall
be considered by the agency. This requirement is a 100 percent small
business set-aside. Quotations for OTHER than a small business will be
deemed unacceptable and given no further consideration. The
solicitation will be available for downloading from SSA's Acquisition
