pertaining to the above solicitation, with services as described below.
These services were initially synopsized on 05 FEB 98. It is requested
that all interested parties revisit the services as described below,
and consider providing information to the Contracting Officer on any
best commercial practices in technical and engineering services similar
to those described below. Information requested may include any
commercial processes or methodologies used in acquiring these types of
services, known market forces, and current trends in the commercial
sector relevant to these services. How is the need for these same
services met in the private sector? What suggestions/lessons learned
can you provide which would improve the RFP in the eyes of the
contractor? The Government does not intend to pay for information
received as a result of this request. Responses may be received in

Description/Specifications: Technical and Engineering Services, in
support of the Naval Undersea Warfare Center, Keyport, WA, provides for
technical and engineering services in the following areas of operation:
technical data collection, reduction, analysis; technical studies and
reports; program management information and reports; collection,
review, and evaluation of information regarding foreign military sales
support; system development and documentation, which may include
preparation of plans, system decision papers, system or hardware
specifications, computer programming, and software modeling and testing
involving high level software languages; system operation and
maintenance; research and preparation/revision of publications and/or
presentations; configuration management and drafting;
data/documentation maintenance and control; emerging technology
studies; operational test support involving fleet exercises, systems
command test programs, and other USW tests or operations, and/or shop,
range, or underwater tests; testing of assemblies, subassemblies, and
components; equipment assembly, installation, or checkout, including
troubleshooting of equipment; hardware preparation or maintenance, and
performance of related calibration and repairs; prototyping of
hardware, including the design, development, fabrication, and
evaluation of prototype hardware; process engineering support for
engineering, planning, or expediting associated with manufacturing,
refurbishment, repair, or materials acquisition activities; technical
instruction, which includes the provision of instruction and
instructional materials relating to specific projects or processes;
material or chemical analysis; battery shop support, which includes the
operation and maintenance of a battery shop at NUWC Detachments in
Hawaii and San Diego; logistics support for weapon system assets; and,
storekeeping/inventory and supply support. Contract type will be
Cost-Plus-Fixed Fee, level-of-effort. Subject solicitation is for an
estimated total of 4,844,370 labor hours at 830,280; 913,308; 977,240;
1,035,874; and 1,087,668 labor hours estimated for the base year and
four one year option periods, respectively. The contract base year
period of performance is anticipated to begin 01 November 1998. Source
selection will be made based upon a greatest value analysis,
considering price and other factors. Evaluation criteria may include
technical capability, past performance, and a minimum 10% level of
subcontracting to small businesses. Oral presentation of the
management/organizational information, as well as past performance
information, are anticipated. Notes 12 and 26 apply. Only written
