The U.S. Department of Energy, Idaho Operations Office (DOE-ID) intends
to negotiate with Duke Engineering and Service for Dr. David E. McCurdy
to provide consulting services for the development of new Environmental
Management (EM) directed activities and to assist in the review of
technical documents. A working knowledge of ANSI N42.23 upon which the
criteria for traceability will be based is essential. The scope of
work includes: (1) draft a report defining criteria of traceability for
analytical laboratories to a national standard; (2) draft a report
drafting the acceptance criteria for accreditation of analytical
laboratories to a national standard; (3) assist in the establishment of
an analytical performance evaluation program for radionuclides by mass
spectrometry; (4) review various reports and manuals for technical
correctness dealing with various aspects of radiochemistry and quality
assurance and quality control; (5) assist in the development of a
topical workshop sponsored by the National Analytical Management
Program (NAMP) on the preparation of performance evaluation materials
by analytical laboratories; and (6) draft guidance document on data
validation for radiochemistry data. DOE-ID anticipates to negotiate on
a sole source basis with Dr. McCurdy as he has a long history in the
radioanalytical field. He is associated with a number of
performance-evaluation programs, standard committees, and writing
groups that uniquely qualify him for this work. Dr. McCurdy's
experience as a laboratory director and as the quality control officer
uniquely qualifies him as the resource to draft the necessary
acceptance criteria with traceability and accreditation. DOE-ID
requires an individual who possesses a working knowledge of the
concepts and theory associated with the statistical philosophy that
will form the basis of the criteria of this work. An individual with a
working knowledge of radiochemistry and who understands the
interaction of the various isotopes that will be used in the
traceability program; an individual with a working knowledge of
applicable consensus standards required for drafting the criteria of
accreditation for an analytical laboratory handling radioactivity. A
working knowledge of an analytical facility and the requirements for
quality control that will provide the best measure of accountability;
an individual with extensive knowledge of the needs and requirements of
sample preparation, shipping, analysis and data evaluation; an
individual with an outstanding reputation in the field of
radioanalytical chemistry. The requested review of reports and
documents will be used by NAMP to form opinion and policy. It is
essential that expert advise be used in the formation of policy; an
individual with an understanding of the requirements for the
preparation of a performance-evaluation material and the evaluation of
laboratory performance. The ability to communicate the knowledge to
professional chemists and physicists; and an individual with a working
knowledge of the criteria necessary to assess proper validation of
data associated with radiochemical techniques. Travel is anticipated
and approximately 6 trips will be required to support this work. The
period of performance is from the date of award through February 27,
1999. The budget shall not exceed $100,000. If any responsible source
