specificiations. The Bureau of Indian Affairs, Division of Contracts
and Grants, solicits facilities improvement and repair (FI&R) services
for Project No. 94M03, San Ildefonso Day School -- San Ildefonso
Pueblo, NM, consisting of improvement and repairs of site, grounds,
sewer system, school buildings, portable classroom, cafeteria, and the
administrative building to meet codes and standards. The addition of
handicapped access ramps to buildings, the addition of 576 SF of new
space to the Cafeteria building, and new equipment for the kitchen. The
electrical system upgrade, fire alarm system upgrade, plumbing system
upgrade, and the HVAC system upgrade of each designated building, to
meet codes and standards. The asbestos floor tile abatement of
designated buildings. Award of any contract resulting from this
solicitation shall be subject to Section 7(b) of P.L. 93-638 (25 U.S.C.
450(e) and 41 CFR 14.1354 which require that preference in
subcontracting be given to Indian/Alaska Native economic enterprises,
and preference in employment and training be given to Indian/Alaska
Native individuals. Consistent with these authorities, potential
bidders shall advertise and solicit subcontracting opportunities from
Indian/Alaska Native firms for suppliers and services. Section 7(b)
plan requirements will be specified in the bid document. Bidders shall
request names of potential subcontractors and suppliers from the
Tribes on or near whose reservation(s) the work under the contract
shall be performed. The potential awardee shall be required to submit
its plan to implement Section 7(b) when requested by the Contracting
Officer. Failure by the bidder to submit its plan when required and
implment same after award shall be sufficient reason for non- award of
a contract or terminate of contract award for default. The procurement
is subject to the Small Business Competitiveness Demonstration Program,
P.L. 100-636. The construction price range for Serial No.
BIA-0150-97-08 is between $250,000 and $500,000. Bid documents will be
available on March 5, 1998 at a cost of $100.00 per set,
