ACQUISITION IT HAS BEEN DETERMINED THAT COMPETITION WILL BE LIMITED TO
8(A) FIRMS SERVICING THE CHICAGO DISTRICT OFFICE WHICH HAVE A SIC CODE
OF 1542 AMONG THEIR APPROVED SIC CODES. ALL OTHER FIRMS ARE DEEMED
INELIGIBLE TO SUBMIT OFERS. The cost for each set of plans and
specifications is to be determined at a later date. This charge is
non-refundable. 2. This solicitation will result in the award of three
contracts to three 8(a) contractors who provide the most advantageous,
repsonsive and responsible proposal resulting in the best value to the
government, price and other factors considered. It is the intention of
this acquisition to procure renovation, alteration, repair,
construction and design/build capability by means of an Indefinite
Quantity Solution Order Concept Contract at Great Lakes Naval Training
Center and their fifteen state area of responsibility. The fifteen
state area of responsibility includes Naval installations in CO, IL,
IN, IO, KS, KY, MI, MN,MO, ND, NE, OH, SD, WI and WY. However, the
majority of the work will be at Great Lakes, IL. This acquisition is
for a base year of twelve months for a maximum value of $10 million.
The contract contains two twelve month options for a total maximum
duration of thirty-six months or a value of $30 million whichever comes
first. The initial award will be based on price and techncial factors
including Experieince, Past Performance and Technical Approach. It will
be based on pricing full plans and specifications for the seed project
N62467-97-R-0784, Recreation Center, Naval Training Center, Great
Lakes, IL. The Recreation Center at Great Lakes, IL, is between
$1,000,000 and $5,000,000. The work includes renovation of the third
floor and ground floor entry of an existing building to provide various
recreational activities and includes selective demolition, removal of
asbestos containing materials, metal stud and gypsum board walls,
interior finishes, audio booths, raised wood flooring, acoustical panel
ceilings, linear metal ceilings, standing and running wood trim,
cabinets and counters, wood paneling, fireplace, wood doors, electrical
power and lighting, HVAC systems, plumbing systems, fire sprinkler and
alarm system, and incidental related work. Site work includes
extension of an underground fire water service line with meter and
backflow preventers, restoration of an existing metal framed canopy,
new concrete stairs, new pole mounted lighting and miscellaneous
incidental related work. The performance period is 250 calendar days.
The second and third contracts will be awarded at the same time with a
minimum guarantee of $100,000.00. All three 8(a) contractors will
compete on subsequent task orders. The projects will be scoped by a
Contractor/Government team prior to submission of task order proposals.
These projects may not have traditional plans and specifications but
may include sketches and requests for catalog cuts and other
submittals. The salient requirements of the indivdual task orders will
be scoped by the Government/Contractor team to develop a mutually
agreed upon Statement of Work, ultimately approved by the Government.
Award factors will vary depending on the unique requirements for each
task order, however, pricing will weigh heavily. Award factors may
include past performance, quality of deliverables, ability to meet
schedule requirements, relevant experience, cost control and price or
cost. The awarded task order will be a performance scoped, firm fixed
price task with a specific completion date. Should the second and third
contractors be unable to competitively secure a Task Order to meet the
minimum guarantee, award factors may be modified to ensure each
participating contractor is awarded a Task Order meeting the minimum
guarantee. All three contractors will be required to participate in the
walk throughs and submit proposals on the task orders. Failure to
participate responsibly in walk throughs and submit proposals on Task
Orders may result in the Government not exercising its option to extend
the contract. Only the three selected 8(a) contractors will be
permitted to propose on the Task Orders. Proposals from other
contractors will not be accepted. A minimum of two proposals will
satisfy the competitive requirement of SOC and preclude the necessity
of soliciting for a replacement contractor if for any reason one of the
contracts is terminated or one of the proposers is unable to
participate in the process. Failure to participate responsibly in the
task order process may result in forfeiture of the minimum guarantee.
