jennie.nickleson@fema.gov. This is a combined synopsis/solicitation
according to the format in FAR Subpart 12, as supplemented with
additional information includes in this notice. EMV-1998-RQ-0014 is to
purchase a self-contained air conditioners, 30 ton 11,000 CFM 280V, 60
HZ, 3 PH., 1 each. The air conditioner unit contains for following
listed items: CABINET: The unit framework shall be formed structural
steel members of 14-gauge galvanized steel. Exterior panels shall be
fabricated from 18-gauge galvanized steel. The unit exterior shall be
painted with air dry enamel paint. The fan and compressor sections
shall be insulated with -inch of 1.75 pound density fiberglass
insulation. The unit shall be provided with removable panels to allow
service access to compressors, condensers, fan motor, fan bearings,
coils and valves. Serviceable panels shall be secured with quick-acting
fasteners. The refrigerant sight glasses shall be accessible during
operation. The control panel door shall have lift-off hinges. All
panels shall be self-supporting. COMPRESSOR: Shall be manufactured by
the unit manufacturer. Units shall have multiple compressors with
independent circuits. Scroll compressors shall be heavy-duty,
suction-cooled type with suction screen, centrifugal oil pump with dirt
separator, oils sight glass and oil charging valve. Protective devices
for low pressure, high pressure and motor temperature shall be
provided. The compressors shall be mounted on rubber-in-shear isolators
for vibration insolation. CONDENSER: One condenser shall be provided
for each Compressor. The condensers shall be shell-and-tube design with
removal heads and mechanically cleanable tubes. Condenser tubes shall
be nominal inch O.D. copper. Condenser waterside working Pressure shall
be 400 psig. Unit will allow condenser water piping to be brought to
the condensers from the right side of the unit. All water piping
including economizer valve package shall be manifolded into a single
inlet and outlet and extended to the exterior of the unit. EVAPORATOR:
The evaporator coil shall be seamless copper tubes expanded into
aluminum fins. Tubes shall be -inch O.D. with internally enhanced
surfaces. The coil shall have a staggered tube arrangement with
interlaced circuiting and no more than 12 fins per inch. The drain pan
shall be fabricated of stainless steel and be insulated with -inch of
one pound density fiberglass. Drain piping shall be provided to the
exterior of the unit. REFRIGERANT CIRCUIT: Shall be independent and
completely piped including filter driers, sight glasses, distributors,
expansion valves with adjustable superheat and external equalizer, and
high-pressure relief valves with a -inch SAE flare connection. The
circuits shall be tested, dehydrated and then charged with oil and
Refrigerant-22. SUPPLY FAN, DRIVE AND MOTOR: The supply fan shall be
dual, forward curved medium pressure fans secured to a solid steel
shaft with grease-lubricated bearings designed for 200,000 hours. The
drive components shall include fixed-pitch sheaves and multiple V-belts
sized for 150 percent of nominal motor horsepower. The supply fan motor
shall have a standard T-frame. The entire fan assembly, including drive
components, shall be mounted on a common base. The fan base shall be
isolated inside the unit. The entire assembly shall be statically and
dynamically balanced at the factor to a maximum tolerance of 3 mils
peak to peak. FAN MODULATION: The variable volume unit shall operate at
design airflow based on fan and motor drive selections. Fan and motor
sheaves will be selected for a rpm to develop airflow at design static
pressure. INLET GUIDE VANES: Airflow modulation shall be by inlet
guide vanes. The inlet vanes, complete with electric actuator, linkage
and controller shall be factory-installed and adjusted. The static
pressure setpoint shall be adjustable. A duct static pressure sensing
probe shall be proved for field-installation. FILTERS: Two-inch medium
velocity throwaway filters shall be provided for unit operation. UNIT
CONTROLS: Unit Control Module- The microprocessor controller shall
control all unit functions, including the economizer, mechanical
refrigeration and fan modulation and monitor diagnostics. All controls
shall be factory installed and adjusted. The controller shall include
a switch to place the unit in Auto Remote, Auto Local or Stop/Reset
mode; an indicator display to show unit operating status, diagnostics
and setpoints; and adjustable setpoints for supply air temperature,
supply air pressure, economizer minimum position, supply air
temperature control band and supply air pressure high static limit. The
three-position switch and indicator display shall be accessible without
opening any unit panels. ENTERING AIR TEMPERATURE PROTECTION: A
single-point sensor is used to detect entering air temperature to the
unit. If entering air temperature to the unit exceeds 135 F or falls
below 37 F, the unit will shut down and display a diagnostic code.
Manual reset is required when the entering air temperature rises above
135 F. RATINGS: Design cooling capacity shall be 30 tons nominal based
on standard ARI conditions. Designs airflow shall be 11,000 CFM @ 0.65"
E.S.P. Power supply shall be 280 volts, 60 Hertz, 3 phase. DIMENSIONS:
Unit dimensions shall not exceed 95" wide and 52" deep with all
options and accessories installed. The unit shall be shipped in
separate sections such that it can be transported through a freight
elevator and a 35" wide doorway and assembled in place. ACCESSORIES TO
BE PROVIDED: 1) discharge plenum for mounting on top of the unit.
Discharge opening shall be field cut. 2) unit mounted electrical
disconnect switch, 3) 5 year compressor warranty, 4) Spring isolators,
5) water flow switch, 6) UL approved, 7) water side economizer. It
shall be 4 row, mechanically cleanable and shall be shipped separately
for installation in place. Modulating valves shall be provided for
control of water flow through the economizer. SUBMITTALS: Three sets of
shop drawings shall be submitted for approval prior to fabrication of
the unit. Construction and delivery shall not proceed until one set of
drawings has been returned approved. Please provide manufacturer's
name and model number of proposed product. In addition, provide
descriptive literature of the product being offered in order for the
Government to determine if the offered product meets the Government's
minimum requirements. Failure to provide descriptive literature for
proposed product will result in your offer not being considered. This
announcement constitutes the only solicitation; quotes are being
requested and a written request for quotes will not be issued. The
solicitation is issued as a Request for Quote (RQ). Contractor must
meet all requirements detailed in this synopsis. Government's desired
delivery time is 60 days. Please specify best delivery time upon
approval of the submitted drawings. Include shipping charges, if any,
in your quote as a separate line item. It is anticipated that a
firm-fixed price single award purchase order will result from this RQ.
Price is of greater importance when compared with technical. Quoters
must include with the pricing any shipping costs applicable to this
procurement. Quoters are to include a completed copy of the provisions
at 52.212-3 Offeror Representations and Certifications-Commercial
Items with this quote. The following clauses also apply 52.212-1
