synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
F0560498B0001, and this is issued as an Invitation For Bid (IFB). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-3. This is 100% set
aside for small business concerns. This is a brand name or equal
acquisition. Hoist, personnel rescue positioning device kit is
manufactured by DBI/SALA. Total of 59 kits include the following:
quantity 2-P/N L2090-4-Rescue Positioning Device Dpecifications: 4 to
1 block and tackle, backup overspeed brake to stop freefall if operator
releases rope, 310 foot of 3/8 inch kernmantle rope, indicator flag
which indicates mode of operations (raising/lowering), swivel anchorage
loop, built-in override ferrule wedged onto rope to avoid jamming, and
cast aluminum housing; quantity 1-P/N L3911-G-Retractable Lifeline
Specifications: 11 foot web retractable lifeline, high impact thermal
plastic composite housing-resists denting and corrosion while being
extremely lightweight, built-in swivel hook, built-in anti-racheting
brake design with spring loading locking pawl which slides in the slot,
has lifeline reserve system which maintains 2 feet of reserve on drum,
in chase of a fall when line is fully extended, swiveling anchorage
loop, disk brake design to assure consistent arresting forces, impact
indicating lifeline design located above hook on lifeline; and quantity
2-P/N SH-523-Carrabeaner. This kit also includes a carry bag. These
hoists must meet the safety standards in AFOSH Standard 127-46 and NFPA
1983. New hoist must replace existing rescue hoist with little or no
hardware modifications. Delivery is as follows: 20 kits to: FE Warren
AFB, WY, 82005; 15 kits to: Minot AFB, ND, 58705; 4 kits to: Grand
Forks AFB, ND, 58205; and 20 kits to: Malstrom AFB, MT, 59402-7538.
Provision at FAR 52.212-1, Instructions to Offerors-Commercial applies
to this acquisition. FAR 52.212-2, Evaluation-Commercial Items applies
to this acquisition. Evaluation factor for this solicitation will be
based on price and delivery. Offerors must include a copy of the
