This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Johns Hopkins University, Applied Physics Laboratory, in Laurel, MD. GSFC is currently performing an advance fabrication of detector mounts for the IRAC-SIRTF instrument, and unique characteristics are required for the ceramic boards which interconnect the cryogenic elements of the mount. These ceramic substrate circuit board must be capable of satisfying the requirements for multi-layer capability, compatibility with GSFC layout software, high resolution mask generation, and quality of metal films. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
