Morton, Contracting Officer, (703) 325-1200 The Defense Special Weapons Agency (DSWA) is developing the capability to predict collateral effects from strikes on nuclear, biological, and chemical (NBC) facilities as part of its Collateral Effects (CE) Program. DSWA is conducting a series of experiments to include laboratory and field explosive testing as a part of this program to identify pertinent physics for use in further developing and validating engineering-level modeling of both transient plumes and the internal flows from structures that produce plumes. The proliferation of weapons of mass destruction (WMD) as seen during the Gulf War has created the need for research to quantify collateral effects and to develop a real time collateral effects prediction capability to decrease the possibility of non-combative casualties resulting from attacks on nuclear, biological, and chemical facilities. The primary mission of the Collateral Effects Program is to provide real time predictions of the dispersal of nuclear, biological, and chemical hazardsin response to incidents anywhere in the world. The analysis of attacks on targets containing nuclear, biological, and chemical materials requires quantification of the amounts of materials entrained in the plume generated by the explosion. Note that this is an unrestricted procurement with a SIC Code 7373 and a small business size standard of $18 million.
