purchase order to Science Applications International Corp. (SAIC) of
McLean Va. pursuant to 41 U.S.C. 253(c)(1) -- Only one responsible
source and no other supplies or services will satisfy agency
requirements. SAIC's McLean, Va. office staff have been the principle
investigators on the prior contractual work and are responsible for
developing the methodology used to identify the HAPs having the
potential to form PM-fine in the atmosphere. SAIC's knowledge of the
project is unique and no other contractor has the in-depth
understanding of the methodologies required for this effort. The period
of performance shall be from the award date through September 30, 1998.
All responsible sources may respond by submitting a written narrative
statement of capability within 15 days of this notice to Eugenia Lee
King at the above address which shall be considered by the Agency.
Responses must include detailed technical information and other
technical literature demonstrating theability to meet the requirement.
Responses shall also include itemized pricing that is sufficient to
make a determination that competition is feasible. If no affirmative
responses are received within 15 days of this notice to determine
whether a qualified source is more advantageous to the Government, an
