Group/Tourism Industries Office has a requirement for a contractor,
with an existing, on-going, monthly, nationally stratified household
survey, to collect expenditure data by category on U.S. residents'
average expenditures abroad after they return home from their trip and
to provide trend data for a five year period which provides comparable
expenditure data on an annual basis. Interested parties must meet the
following requirements: 1) Must have an existing, on-going, monthly,
nationally stratified household survey; 2) Survey must collect data on
U.S. residents traveling abroad and their spending on those overseas
trips; 3) For 1998, the per person per trip expenditure data must be
collected and reported separately for each of the following categories:
main transportation (including airfare from and to the U.S.), car
rental, food and beverage, entertainment/recreation, shopping for gifts
and souvenirs, lodging, and all "other" expenditures; 4) For 1998, the
contractor must be able to collect responses from an adequate number
of nationally stratified households each month, including January and
February, 1998, to provide minimum annual samples (Europe: 2,200;
Asia/Pacific: 600; So/Central America: 450) for U.S. residents who have
taken a trip during the previous three months to the world regions:
Europe, South and Central America (including the Caribbean, excluding
Mexico), and Asia/Pacific. Monthly sample sizes should be similar in
number in order to minimize any seasonal bias; 5) Provide a 5 year
trendline of comparable expenditure data providing annual per person
per trip total expenditures, in total, and by category where available,
for each of the three world regions, described, and for overseas travel
in total; 6) Must be proficient in administering surveys and conducting
market and travel survey research, with established reputation and
qualifications in the field; 7) Experience with federal government
programs, knowledge of federal bureaucracy and procurement requirements
would be helpful; 8) Must include qualifications of key personnel who
will manage/work on the project. The Period of Performance will be from
Date of Award thru April 30, 1999. This will be a "Best Value" "FIRM
Fixed Price" Award with technical expertise more important than price.
Evaluation Criteria includes: Understanding of the scope of the
project; Schedule; Knowledge/experience of key personnel;
Comprehensiveness of methodology/model; Clarity/conciseness of
proposal. Qualified applicants are invited to submit a written request
