of Energy, Office of Environmental Management, Office of Science and
Technology (EM-50), has a need for specialized, integrated technical
services. Such services would support in EM's mission to: (1)
accelerate the development of new technologies to solve environmental
restoration and waste operations problems; (2) develop technology to
improve environmental restoration and waste management effectiveness,
efficiency, and safety; (3) provide scientific knowledge that will
revolutionize technologies and clean-up approaches to significantly
reduce future costs, schedules, and risks; and (4) encourage
collaboration and technology transfer among Federal agencies, State and
Tribal Governments, industry, academia, and the international
community. The proposed services will provide technical services to
EM-50 in support of integration of EM research, development,
demonstrationand testing activities. A single award is anticipated for
a 5-year, performance-based, cost-plus-award-fee, level of effort type
contract consisting of a 3-year base period and one 24-month option
period. The Department of Energy intends to obtain written proposals
from offerors. However, oral presentations will be substituted for
portions of the proposals as instructed in the solicitation. The
solicitation will be available for downloading on the Internet from the
"Current Business Opportunities at Headquarters Procurement Services"
home page address is http://www.pr.doe.gov/solicit.html. No paper
copies of the solicitation will be made available. Prospective offerors
that do not have the electronic capability to download the solicitation
shall submit a written request to Document Control Specialist for a
diskette copy of the solicitation. The requester must include a
self-addressed, stamped-envelope and a MS-DOS formatted high density
3.5" virus free diskette suitable for download of the electronic
solicitation. Offerors who fail to submit an appropriate diskette, or
self-addressed, stamped envelope, will not receive the solicitation.
IMPORTANT -- Contractors currently listed on the Department Bidder
Mailing List for the SIC code will not automatically receive an
electronic copy of the solicitation. It is the responsibility of the
prospective offerors, after receipt of the solicitation, to notify the
Contract Specialist of their intent to submit an offer. Without such
notification, prospective offerors will not be informed when amendments
and other solicitation-related information is posted on the Internet.
All responsible sources may submit an offer which will be considered.
This acquisition contains 100% set-aside provisions for small
businesses. The Standard Industrialization Classification Code is 8711.
The anticipated release date for the solicitation is on/or about March
31, 1998 with proposals due approximately 30 days from release.
