COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 24,1998 PSA#2038INDUSTRY BRIEFING AND SITE VISIT FOR COMMERCIAL ACTIVITY STUDY OF
ELECTRONIC COMBAT RANGE SERVICES The Naval Air Warfare Center Weapons
Division (NAWCWPNS), China Lake, California is seeking interested
Industry representatives to participate in an Industry Forum scheduled
for March 12, 1998 from 8:00 a.m. to 3:00 p.m. at the Desert Empire
Fairgrounds, Mesquite Hall, 520 S. Richmond Rd., Ridgecrest, CA and
Site Visit scheduled for March 13, 1998 from 7:30 a.m. to 4:00 p.m. at
China Lake, CA. The Site Visit will depart promptly at 7:30 a.m. from
the Public Works Compound, corner of Bullard Rd. and Bowen Ave., China
Lake, CA. A request to attend the Industry Forum and/or Site Visit must
be submitted by March 10, 1998, 1500 by FAX to Marge Schafer, Code
220000D, (760) 939-8186 and must include Your Name, Your Company Name
and Address, Your Phone Number, and Your Social Security Number. NOTE:
The capacity of the Range is limited, therefore we are restricting
companies to send only two representatives per company. Please bring a
sack lunch as there are no dining facilities available on the tour.
NAWCWPNS will be providing a draft Performance Based Work Statement
(PWS) to industry, seeking comments and questions for possible
outsourcing of Electronic Combat Range Services under the Commercial
Activities OMB Circular A-76. The requirement is to provide all
management, administration, supervision, labor, materials, supplies,
and tools to provide for the operation, maintenance, improvement,
modification and management of all range systems to include various
threat systems and radars, associated range test support systems and
subsystems, equipment, and test sites at the Electronic Combat Range
and Superior Valley Bombing and Gunnery Range for test and evaluation
support services. Requirement is to provide the capability to develop,
operate, maintain and continuously improve a free-space laboratory
that provides engineering support, testing (Developmental Test and
Evaluation and Operational Test and Evaluation), analyses, training and
electronic warfare resources. The determination whether to make this
requirement a small business set-aside will be based on the results of
the sources sought synopsized in the CBD on 27 Jan 98. The Standard
Industrial Classification (SIC) Code is 8711 and the small business
size standard is $20 million average annual receipts over a three year
period. In the event the function is contracted out, the successful
offeror must possess the ability to obtain a TOP SECRET clearance. The
Forum is currently scheduled to provide several briefings. The
briefing topics are: 1. Commercial Activities (CA) Outsourcing Overview
(A-76) 2. ECR Overview 3. Contracting Methodology 4. PWS Overview. The
