MOBILE MUNITION TRANSPORTATION AND TREATMENT UNIT The U.S. Army Garrison, Aberdeen Proving Ground is soliciting technical proposals on a full and open competitive basis for developed, mobile systems that provide elements for transport and treatment of chemical munitions. The transport and treatment elements can be stand alone, or integrated into a single system. The transport element will provide the fully contained, safe movement of recovered chemical munitions from fields, woodlands and wetland areas to a stand-off treatment location. The treatment element will offer an alternative to the open detonation method for destroying explosively configured chemical munitions. Competitive systems must be available for use by December 1999. The systems must be capable of transporting, containing, and treating chemical munitions up to 39 inches in length, 7 inches in diameter, containing up to 28 pounds of chemical agent and 2.0 pounds of TNT-equivalent explosive weight. Chemical fills may include nerve agents, Lewisites, mustards, phosgene, or blood agents. Treatment elements must be capable of remotely or externally confirming the destruction and chemical neutralization of handled munitions. Transport elements will include internal air sampling capability. The system treatment element will be capable of processing a munition every 24 hours, and reusable with minimal refurbishment between uses. Any organizations with developed systems applicable to this solicitation should submit proposals no later than May 15, 1998. Submitted technical information should be as complete as possible to facilitate system evaluations. Submissions should include, but are not limited to: drawings, system specifications, relevant testing certifications, system performance data, cost estimates, photographs and/or videos, manufacturer and vendor addresses, points of contact, and telephone numbers.
