SCHEDULE -- This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotes are being
requested and a written solicitation will not be issued. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-03. (ii) This
solicitation is issued as a Request for Quote (RFQ) number
F65503-98-Q0221. Quotes are due on or before 6 Mar 98, 4:00 p.m. AST.
(iii) This procurement is reserved for small business concerns with a
size standard of $5.0 million under Standard Industrial Code 8999. (iv)
SUPPLIES/SERVICES -- This synopsis/solicitation contains two line
item's. CLIN 0001, Remove existing carpet and install government
furnished carpet in 5 buildings -- Estimated quantity 14,250 SY. CLIN
0002, install government furnished cove base -- Estimated quantity
40,000 LF. Prices should be provided on a unit price basis (SY and LF).
(v) STATEMENT OF AGENCY NEEDS: The contractor shall provide all parts,
labor, equipment, and materials to remove existing carpet (glue down)
and install government furnished carpet and cove base in buildings
2204 (project FTQW 96-1204C); 2206 (project FTQW 96-1202C); 2208
(project FTQW 96-1203C); 2260 (project FTQW 96-1063); 2266 (project
FTQW 96-1206C). Carpet shall be removed/ replaced and cove base
installed in the rooms, hallways, common areas, and basement. Each
building contains approximately 2850 Square Yards (SY) of carpet and
approximately 8000 Liner Feet (LF) of cove base. Before start of work,
the contractor shall conduct a field survey to verify the specified
quantities. Asbestos is not suspected on these projects. The existing
carpet that is removed shall be disposed of off base at the
contractor's expense. The contractor shall prepare floors in accordance
with industry standards. Installation of Government furnished carpet
shall be accomplished utilizing the glue down method in accordance with
manufacturer specifications and industry standards. The carpet shall be
installed with contractor furnished Nu Broadlok Premium Plus adhesive
or equal. Adhesive shall be applied beneath all carpet surfaces. Carpet
seams shall be sealed with an industry standard seam sealer. The
contractor shall provide the material used to seal the seams. The
Government will provide Kraus 101316, 26 oz loop cut carpet without
pad. Salvageable carpet waste shall be taken to a point specified in
CEMAS, building 2351. Salvageable carpet is defined as any non damaged
sections (of new carpet) larger than 20 Square Feet (SF). Waste carpet
less than 20 SF, less than 3 feet wide regardless of length, or damaged
carpet shall be disposed of off base at the contractors expense. Cove
base provided by the Government will be Roppe 4" rubber,, #50 and shall
be installed in accordance with industry standards. Adhesive for the
cove base will be provided by the Government. Carpet, cove base and
cove base adhesive will be stored by the Government within a two mile
radius of subject Buildings. (vi) TERMS AND CONDITIONS -- Carpet will
be available in 5 stages of 3,000 SY per stage. Stages will be
separated by approximately 30 days. Cove base will be made available on
an as needed basis. Contractor will be responsible for transportation
of carpet, cove base and adhesive from the storage site to the
buildings. The notice to proceed will be issued within 60 days of
contract award. Performance shall begin within 10 days of the issuance
of the notice to proceed. Period of performance shall not exceed 180
days. The contractor will be issued between 1 and 6 rooms per day. If
performance warrants, additional rooms may be provided. Each room must
be finished in the same day that it is issued. In the event of rooms
being unavailable, the contractor may be permitted to start on the
common areas. The contractor shall be allowed access to the work area
from 9:00 a.m. to 6:00 p.m. Monday through Friday, except Federal
Holidays. (vii) PROVISIONS AND CLAUSES -- The following FAR provisions

(viii) WAGE DETERMINATION -- Pursuant to the Service Contract Act of
1965, As Amended, Wage Determination No. 94-2017, Revision No. 12,
Dated 07/02/97 applies to this acquisition. (ix) REPRESENTATIONS AND
CERTIFICATIONS -- Quoter's must include with their quote a completed
copy of the provisions at FAR 52.212-3, Offerors Representation and
Certification -- Commercial Items. (x) BASIS OF AWARD -- Award will be
made based on price and other price related factors. Quotes must be
submitted in writing to 354 CONS/LGCV, 3112 Broadway Ave, Unit 5B,
Eielson AFB AK 99702. Award will be made on or about 6 Mar 97. Site
visit will be held 26 Feb 98, 1:30 am AST at building 2204. All
responsible sources may submit a proposal, which, if timely received
will be considered by this agency. Numbered Note 1 applies. (xi)
Availability of drawings. It is impracticable to distribute the
applicable drawings with the solicitation. These documents may be
