The National Library of Medicine (NLM) intends to contract on a sole
source basis with Atlis Federal Services, Inc. for the preparation of
materials for preservation microfilming of rare books, including
artifactually valuable bound volumes, both brittle and non-brittle, and
early bound manuscripts. Preservation microfilming requires consistent
adherence to high standards for preparation, targeting, and updating
of bibliographic records. Approximately 500 rare volumes will be
prepared for microfilming under this contract over a 2-year period. All
tasks shall be performed on-site at NLM in Bethesda, MD. The actual
filming will be done offsite at a microfilming facility under a
separate contract. The Contractor shall: 1) Search bibliographic
utilities for titles to be filmed; 2) Perform page-by-page collation;
3) Determine appropriate preparation actions; 4) Produce various
targets; 5) Program microfilm reels; 6) Inspect all work and correct
all preparation errors; 8) Check-in filmed volumes; 9) Update NLM data
files; 10) Monitor and control the overall preparation workflow; and
11) Perform rework as needed. Atlis Federal Services, Inc. staff are
currently located on-site at NLM, and NLM does not have space or
facilities to accommodate another contractor requiring similar
facilities. Atlis staff have received extensive training in collation,
book handling, the use of a tracking file, and the maintenance of
NLM's data files, which is a highly complex process. Atlis has also
designed and currently maintains a unique tracking system specifically
for the performance of this project. Any other contractor performing
similar operations would constitute a redundancy of effort and would
create interference and inconsistencies. This notice of intent is not
a Request for Proposals (RFP) nor is an RFP available. Substantial
duplication of costs and effort make competition for this effort
unfeasible. Telephone/fax requests will not be honored. See numbered
