The University of California, Lawrence Livermore National Laboratory,
seeks sources for construction of Contained Firing Facility. The
estimated price range is between $19,000,000 and $22,000,000. The
outcome of the research is to obtain prequalified contractors.
Prospective sources should have personnel experienced in general
building construction and capabilities in areas such as: 1) blast
doors/plates/penetrations ; 2) heavily reinforced concrete structures;
3) mechanical. Interested firms should respond with a description of
qualifications as indicated below. The Small Business size standard
applicable to the proposed acquisition is $17,000,000. Firms qualifying
as a Small Business with respect to this standard should so state. Four
sets of prequalification submittals are required on or before March 4,
1998 at 3:30 P.M. PST. Time is of the essense and no extensions for
submitting responses will be granted. Facsimile and telephone responses
will not be accepted. This notice is to assist the University in
determining the potential for competition; no solicitation is currently
available. Insurance Requirements The following level of insurance is
required for this project. General Aggregate: $10,000,000 Products,
Completed Operations Aggregate: $10,000,000 Personal and Advertising
Injury: $5,000,000 Each Occurrence: $2,500,000 Fire Damage (any one
occurrence): $50,000 Business Auto Liability (per occurrence):
$1,000,000 Contractor shall, at its own expense, provide and maintain
all-risk insurance plus the maximum benefits stated in the
workers'Compensation Law of the State of California. Response Content
Responses shall be in the form of the documentation identified below
and a letter from the contractor providing data and certifications as
noted below: 1) Financial Data Maximum dollar amount of bank credit
available for performance of this project Contractor's borrowing
experience for the past three years (amount of each loan during the
period and loan status, i.e., paid in full, current, in arrears) Most
recent audited financial statement or 10K 2) Surety Name of present
surety. Surety must be listed on the Department of the Treasury's
Listing of Approved Sureties. Number of times any surety has completed
contractor's work in the past five years. Total bonding capacity in
dollars Available bonding capacity at time of response in dollars 3)
Insurance Name of insurance carrier and local broker Certification that
the Contractor can meet the insurance requirements listed above. 4)
Safety Record Experience Modification Rate Total Recordable
Injury/Illness Case Rate Lost Workday Case Rate 5) Experience Class
"B"-General Building Contractor licensed in California All projects
over $15,000,000 completed in the past five years Clearly identify all
projects involving heavily reinforced concrete work and industrial
mechanical, process equipment, and controls Value of the work performed
by the contractor's own forces on all projects listed aboveName and
telephone number of a contact for each project listed above The
University will conduct an evaluation of the contractor's response to
determine if all of the information requested is provided. Failure to
provide any information may result in disqualification. The University
will evaluate the remaining responses to determine if, in the
University's opinion, the contractor is deemed qualified for successful
performance of the type of work required for this project. Bonding Bid
bonds in the amount of 10% of the lump sum will be required at bid due
date. Performance (100%) and payment ($2,500,000) bonds will be
required before notice to proceed. The University reserves the right to
reject any or all responses and to waive non-material irregularities in
any response. All information submitted as a response will be
considered official information acquired in confidence and the
University will maintain its confidentiality to the extent permitted by
