a Market Survey of Industry to see if there are any potential
contractors, in addition to Lockheed Martin Tactical Aircraft Systems
(LMTAS) Ft Worth TX 76101, who have the skills and knowledge required
to complete this effort. This acquisition is for initial provisioning
requirements for the F-16 weapon system, Ogden Air Logistics Center
(00-ALC). This anticipated effort will be a follow on contract to the
current USAF/EPAF and FMS provisioning contracts. The United States Air
Force is in the process of preparing a Justification and Approval
Document to gain the required approval to issue a sole source request
for proposal to LMTAS. Provisioning includes the process of determining
and acquiring the range and quantity of spare and repair parts for all
levels of supply and maintenance, and support and test equipment
required to operate and maintain an end item for an initial period of
service. Provisioning technical documentation is the data needed for
the identification, selection, determination of initial requirements,
and cataloging of support items to be acquired through the provisioning
process. It includes such things as provisioning lists and logistics
support analysis summaries. There is no available data package
(drawings and specifications). Subject to the Government's
consideration, a viable source, which is not already qualified to
provide the requisite provisioning, will submit a concise and program
specific response presenting sufficient information to substantiate
that they have (1) the necessary knowledge and understanding of the
requirements; (2) they possess a unique body of corporate knowledge
encompassing all facets of the F-16 Multinational Fighter Program; (3)
possess the F-16 data base for the identification of items that will
require initial provisioning data for the aircraft. The proposed
contract action is for initial provisioning requirements for which the
Government intends to solicit and negotiate with only one, or a
limited number of sources. The statutory authority which permits other
than full and open competition for this acquisition is 10 U.S.C.
2304(c)(1) and the applicable FAR citation is 6.302-1(a)(2)(ii) for
USAF. The statutory authority which permits other than full and open
competition for the foreign requirements is 10 U.S.C. 2304(c)(4) and
the applicable FAR citation is 6.302-4(a)(2). Potential offeror's may
identify their interest and capability to respond to the requirement or
submit proposals. Potential offerors are requested to submit two (2)
copies of an unclassified response (limited to 30 pages) within 10 days
after publication of this notice to 00-ALC/LFKS, 6072 Fir Ave., Hill
AFB UT 84056-5820, Attn: Wanda Peterson, Contracting Officer.
Information received will normally be considered solely for the purpose
of determining whether to conduct a competitive procurement. It is
suggested that small business firms or others interested in
subcontracting opportunities in connection with the described
