commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is F04700-98-Q-1261. This is a Request for
Quotation. The solicitation document and incorporated provisions and
clauses are those in effect through FAC 90-32 and DAC 91-1. This
acquisition is 100% set aside for small businesses. Standard industrial
classification code: 3537. Small Business Size Standard: 750. The
acquisition includes Contract Line Item Number(s): 0001, 1 each,
Self-propelled Articulated Jib Telescoping Boom Lift, for delivery to
412 Test Wing/EWWA, Bldg 1030, 30 Hoglan Ave., Edwards AFB CA 93524, no
later than August 1998. Prior to purchase, the contractor must be able
to, at no cost to the government, perform and demonstrate the vehicle
performance at Edwards AFB, CA. (1) Minimum Salient Characteristics:
(a) versatility to work in narrow width areas; (b) have tight turning
radius, and superior horizontal boom reach; (c) able to go up and over
hard to access areas quickly and safely; have ground operator controls
as well as operator control from the jib work platform; (d) platform
must have capacity and work area for two personnel with tools and
equipment to cover 360 degree CW/CCW continuos turntable rotation; (e)
120 degree to 180 degree hydraulic platform rotation; (f) and fully
proportional drive with ramp-on action for precise movement in tight
areas. (2) Additional performance requirements: (a) vehicle must have
a rechargeable 24V DC to 48 DC battery system from an external plug in
110V wall receptacle for overnight charging; (b) installed batteries
must have a built-in overcharge system; (c) two wheel drive vehicle
with two-speed drive capability of 0.5 to 3 mph; (d) battery and
electrics must be non-sparking proof; (e) battery system must
holdcharge for a minimum of 3 to 4 hours of operation; (f) minimum of
two safety lanyard attach points on the work platform and automatic
platform self-leveling with zero tail swing; (g) horizontal minimum
reach of 24 feet to 30 feet and the work platform must have working
height of 52 feet to 60 feet; (h) must meet all ANSI/SIA A92.5 and CSA
CAN3-B354.4-M82 requirements; (i) provide manuals and documentation
for procurement of spare parts and on safety, maintenance and operation
of vehicle; (j) and provide standard commercial warranty. (3) Training:
(a) contractor will be required to provide a one day, in two hour
segments, training course on safety, operation and maintenance; (b)
three hour segments would consist of 4 to 8 personnel; (c) and written
instructions and video tapes (if available) shall be used for
