E-MAIL: Joanne A. Comstock, jcomstock@mail.arc.nasa.gov. NASA/ARC plans to issue a Request for Quotation (RFQ) for LONG WAVELENGTH INFRARED 200MM LENS. This lens is intended as a supplemental lens to be used on an existing long wavelength infrared imaging system, an Amber Engineering AE4128 system. This procurement uses Simplified Acquisition Procedures (SAP) and is being conducted under the NASA Acquisition Internet Service (NAIS) Forms Pilot; a Pilot being conducted at several NASA Centers. This Pilot was developed in response to the National Performance Review's call for increased use of electronic commerce in exchanging procurement information. The Pilot uses several prescribed Commercial-Off-The-Shelf (COTS) software applications to validate the feasibility of receiving proposals electronically, including encryption software to protect quotes from tampering. Vendors wishing to participate in this procurement by submitting an electronic quotation must first install and utilize the applications (provided free of charge) identified at http://klatu.arc.nasa.gov/Projects/NAISPilot/NAIS_Pilot/Tools.html . NASA/ARC intends to purchase the items from Diversified Optics Inc., as it is the only known source capable of providing the required lens with an interface mounting system compatible with the existing long wavelength infrared imaging system. Interested firms have five days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the five days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
