The U.S. Small Business Administration (SBA), Office of Government Contracting is seeking small business sources capable of performing as prime contractors for various Base Operating Support functions for the Naval activities located on Guam, a U.S. Trust Territory in the Marianas Islands. These services are currenlty being performed by the Government. A cost comparison under OMB Circular A-76 is currently being conducted by the Navy to determine the most cost effective mode of operation, i.e., continued performance by government employees or by contracts performed by commercial entities (See CBD synopses posted on 18 JUL 97, 8 SEP 97 and 9 OCT 97). Contract(s) will not be awarded if government performance is determined to be more advantageous. The SBA is seeking small business sources in order to make small business set-aside recommendations to the Navy in the event that 2 or more fully qualified small business sources exist for any/all of the functions covered under the cost comparison. Functions being considered for "contracting-out" include but are not limited to : Program Management, Administrative Services, Contingency Preparedness, Engineering & Maintenance and Repair Program Managememnt Services, Buildings Structures & Grounds Support Services, Transportation Services, Environmental Services, Hazardous and Solid Waste Collection Storage and Disposal, Utilities Systems Operations & Maintenance, Electrical Services, Waste & Wastewater Services, Housing Operations and Maintenance, Food Services, Family Services Center, Morale Welfare & Recreation Services (Including Youth/Child Care), Supply Services, Ordnance Services, and Waterfront Operations.
