S. Environmental Protection Agency, Office of Ground Water and Drinking
Water (OGWDW), is developing regulations for various contaminants
including disinfection by-products, microbial contaminants,
radionuclides, synthetic organic chemicals and inorganic chemicals as
required by the Safe Drinking Water Act and its amendments. In
addition, the OGWDW is conducting studies and analyses to determine new
methods for developing lists of potential contaminants for regulation
and improving the regulatory process. The regulatory analyses will, in
large part, focus on the microbial/disinfectant/disinfection
byproducts cluster of relates rules. Some revisions to the Underground
Injection Control regulations may also be developed. Under the
proposed contract, the contractor will provide fact finding studies to
support development of Regulatory Impact Analyses, Regulatory
Flexibility Analyses, Information Collection Requests, and Energy
Impact Assessments. The contractor shall also conduct fact finding
studies in support of the following areas: regulatory alternative
analyses, in particular benefit/cost as well as relative economic
efficiency; evaluation of the financial viability of industries,
industry segments and municipalities; estimation of the cost of
installation and operation of treatment technologies and well upgrades;
and assessment of the total costs and afford ability of compliance for
specific regulatory options. The contractor will provide for data
collection including the design, development and implementation of
surveys and databases. The contractor will be responsible for
quantification of risk based on health and occurrence information
provided to the contractor. The contractor will conduct technical and
economic reviews to identify pollution prevention opportunities. This
procurement will be processed using FAR Part 15 and will be awarded
using full and open competition. It is anticipated that a Indefinite
Delivery/Indefinite Quantity contract will be awarded. The ordering
period of the contract will be 36 months. The expected minimum value is
$50,000 and the expected maximum potential value is $11,700,000.
