elyse_laforest@nps.gov. The National Park Service (NPS, Northeast
Region, is seeking the services of an A/E firm to perform miscellaneous
architectural, engineering, landscape architectural and/or planning
projects in the Northeast Region including the states of Maine, New
Hampshire, Rhode Island, Vermont, Massachusetts, Connecticut, New York,
New Jersey, Pennsylvania, Delaware, Maryland, West Virginia, and
Virginia. Projects include but are not limited to all types of National
Park Service facilities including visitor centers, administration and
maintenance facilities, comfort stations, concession facilities,
waterfront facilities, campgrounds, picnic areas, parking lots,
transportation (including roads, trail systems, bicycle paths, etc.),
rehabilitation and adaptive use of historic and non-historic
structures, utilities and water and sewerage treatment facilities.
Also, preparation of compliance documents (environmental assessment and
environmental impact statements) to meet the requirements of the
National Environmental Protection Act, the National Historic
Preservation Act, American with Disabilities Act, and related state
laws. The services desired include but are not limited to program
planning, schematic design, design development, hazardous materials
assessments, and other Title I services; Title II Services, including
construction drawings, construction specifications, and construction
estimates, operation and maintenance manuals; and possible Title III
Services, including construction observation, site visits, and review
of submittals and shop drawings. Required disciplines include landscape
architecture, architecture (including experience with historic
architecture and historic landscapes), engineering (civil, electrical,
mechanical, sanitary, structural, geotechnical, and surveying), and
writer/editor. All services will be provided under an indefinite
quantity contract. This solicitation may result in multiple awards. The
total of work per year will not exceed $2,000,000 per contract, and
each work order will not exceed $250,000. The contracting firm is
guaranteed a minimum amount of $10,000 during the life of the contract.
The term of the contract shall be one year with four one-year options.
Work shall be accomplished by the issuance of delivery orders against
the contract(s). All work will be guided by NPS policies and
directives. The following criteria shall be used in the evaluation of
prospective firms. 1. Professional qualifications of the firms and
staff proposed for the performance of desired services in the
specialized areas described above. 25% 2. Specialized and recent
experience with NPS design standards, policies and procedures and
technical expertise in planning and design of aforementioned types of
facilities within the range of the environments covered by the
geographical limits of the proposed contract. 30% 3. Demonstrated
experience working effectively as a team. 15% 4. The ability to
communicate orally, in writing, and/or in person on a regular basis
with professional planning and development staff located within the
Region as well as Parks, and cooperators in project areas. 15% 5.
Capacity to schedule projects and accomplish more than one project at
a time within the desired time schedule. 5% 6. Demonstrated experience
participating in public meetings, developing presentation materials
related to public agency involvement. 5% 7. Familiarity with the use of
CADD technology, specifically Auto-trol and AutoCad and Geographic
Information Systems (GIS) and their applications. 5% This announcement
is open to all firms regardless of size and is subject to Public Law
100-656. Firms that meet the requirements described in this
announcement are invited to submit a Letter of Interest and two copies
of completed Standard Form 254 for the prime and each consultant and
a team Standard Form 255 to: National Park Service, Contracting

Standard Forms 254 and 255 should be accompanied by a letter which
provides the following: A summary list of all teamdisciplines, and a
summary list of all team members. Submissions of office brochures is
encouraged only to the extent that they graphically (via drawings and
photographs) substantiate the relevant work specifically described on
the Standard Forms 254/255. Responses must be received by 5:00 PM, 30
calendar days from the date of this publication (or first work day
following a weekend or holiday) in order to be considered for
