C -- ARCHITECT-ENGINEER SERVICES ARE REQUIRED FOR ONE INDEFINITE DELIVERY-TYPE ARCHITECT ENGINEER CONTRACT FOR CIVIL, HYDROLOGIC AND HYDRAULIC, AND GEOTECHNICAL ENGINEERING SERVICES FOR THE BALTIMORE DISTRICT THAT MAY BE USED TO SUPPORT OTHER BALTIMORE DISTRICT MISSIONS SOL DACW31-98-R-0041 DUE 032698 POC Susan Sonenthal 410-962-7646 E-MAIL: susan.j.sonenthal@nab02.usace.army.mil, susan.j.sonenthal@nab02.usace.army.mil. 1. CONTRACT INFORMATION: The contract will be for one base period and will contain an option to extend for up to two additional periods. The contract amount for the base period and any option period will not exceed $1,000,000. The total contract amount is $3,000,000. Individual task orders shall not exceed the contract amount. Task orders will be assigned based on the AE's workload, geographic area, specialized experience and project requirements. The concentration of work will be for the Baltimore District but may be used throughout the United States. SIC is 8713. 2. PROJECT INFORMATION: Work includes hydrologic and hydraulic engineering, geotechnical and structural engineering, and civil engineering. Firms must have complete project and program management capability, including scheduling and budgeting for planning, design, and construction tasks. MCASES Gold cost engineering experience and capability is helpful. Construction inspection and management support capability may be required. SELECTION CRITERIA: See Note 24 for general AE selection process. The selection criteria are listed below in descending order of importance. Criteria a-e is primary. Criteria f-g is secondary and will only be used as "tie-breakers" among technically equal firms. A. Specialized and technical competence in Hydrologic and Hydraulic Engineering Expertise should include (1) Sediment transport and river mechanics, (2) HEC-6 or SAM modeling experience (3) Channel stability analysis and design to improve environmental conditions, (4) Experience with TR-20, HEC-1, HEC-2, HECRAS, HEC-IFH, INTDRA Bulletin 17-B, and other hydrologic and hydraulic modeling and analysis tools, (5) Hydraulic structures design experience, (6) Discharge versus frequency determination, (7) Floodplain determination and floodplain delineation experience (8) Design of river training and habitat restoration structures (9) Stormwater management design (10) wetlands design, and (11) interior flooding analysis and drainage structure design, (12) environmental restoration design including stability and habitat evaluation and analysis. The prime firm or joint venture shall have geotechnical and structural engineering experience including (1) Design of earth levees, concrete flood walls, closure structures, drainage structures, and MSE walls; (2) Experience with EM 1110-2-1913 "Design and Construction of Levees) and EM 1110-2-2502 "Retaining and Flood Walls as well as other appropriate design criteria and guidance relating to the design above, (3) Complete geotechnical investigation capability, including drilling, field analysis, laboratory testing, and materials analysis. The firm's civil engineering expertise shall consist of (2) site development design experience (2) erosion and sediment control design and permit coordination (3) complete topographic surveying capability, including aerial photography, digitization, and data translation capability, (4) drainage design, (5) use of computer applications to perform digital terrain modeling, (6) highway design (7) environmental restoration design including habitat evaluation and analysis. B. Knowledge of coordinate systems in NY, PA, MD, WV, VA, DE, and Washington, DC. C. Qualified personnel in the following disciplines: surveyors, hydrologists, hydraulic engineers, geotechnical engineers, civil, structural, mechanical and electrical engineers, cost estimators, and specification writer. The evaluation will consider education, training, registration, overall and relevant experience, and longevity with the firm. D. Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. E. Capacity to perform the work, with multiple work orders at various locations, simultaneously. F. Extent of participation SB (including WOSB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. G. Volume of DOD contract award in the last 12 months as described in Note 24. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, 95-507, and 99-661. A minimum of 65% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of total planned subcontracting dollars shall be placed with small disadvantaged businesses, including Historically Black College and University or Minority Institutions, and 8% with women-owned small businesses. The plan is not required with this submittal. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Note 24 is written in detail in any Monday issue of the CBD. Interest-ed firms being able to perform this work must submit SF 255 for the prime and SF 254 for the prime and for each consul-tant to the above address not later than 4:00PM on 26 March 1998. The SF 255 and SF 254 shall clearly indicate the staffing of the office indicated to the do the work. We require only one copy of a proposal (SF 255/SF 254). Firms short listed for interview may be requested to submit extra copies of their proposals. The Baltimore District does not retain SF 254's on file. In SF 255, block 3b, provide the firm's ACASS (Architect-Engineer Contract Administration Support System) number; ACASS numbers for consultants should be placed in Block 6. If your firm does not have an ACASS number, call 503-808-4591 to obtain it from the Portland District Corps of Engineers ACASS database section. In SF 255, Block 9, provide contract award dates for all projects listed in that section. One preselection board and one selection board will be conducted from this solicitation.
