WILSON MEMORIAL BRIDGE ON I-95 OVER THE POTOMAC RIVER SOL n/a DUE

Administration, in partnership with the Virginia Department of
Transportation, the District of Columbia Department of Public Works and
the Federal Highway Administration, is seeking expressions of interest
from consulting engineering firms who wish to be considered to provide
professional engineering services for the design of the replacement of
the Woodrow Wilson Memorial Bridge which carries Interstate Route
95/495 (Capital Beltway) over the Potomac River between Oxon Hill,
Maryland and Alexandria, Virginia. The Woodrow Wilson Bridge spans the
Potomac River just south of Washington, DC, the nation's capital, and
is adjacent to significant cultural, historical, recreational, visual
and environmental resources on both the Maryland and Virginia
approaches, I-95/495 in this area carries approximately 175,000
vehicles per day. This sensitive location must be considered in all
aspects of the design and construction. Estimated construction cost of
the replacement bridge is in the range of $600 to $700 million. The
replacement bridge will be located immediately downstream of the
existing bridge. It will be approximately 6300 feet long and will be
designed to carry twelve lanes of traffic in an express/local
configuration, plus shoulders and a pedestrian walkway/bikeway. The
proposed bridge will contain a movable span with a minimum horizontal
clearance of 175 ft. and a vertical under clearance of 70 feet in the
closed position. The existing bridge will be completely removed. This
project may contain a small amount of approach roadway work.
Maintenance of traffic and construction staging will be important
considerations. The project will also include the design of a
bridge/deck structure over I-95/495 on the Maryland approach to connect
the north and south ends of Rosalie Island (Queen Anne's Park) and to
serve as a gateway entrance to Maryland. The design and detailing of
this structure will be closely coordinated with the bridge. Estimated
constructioncost of this structure is in the range of $8 to $10
million. Separate design contracts will be awarded for the design of
the roadway approaches to the bridge and the interchanges in Maryland
and Virginia. Design and construction of the replacement bridge must be
closely coordinated with these adjacent roadway and interchange design
and construction contracts. The project will be fully funded for
design using 100 percent federal funds. It is expected that funding for
construction will be programmed within the next three years using 100
percent federal funds. All consultants are hereby notified that if 100
percent funds do not become available, this project could be
terminated. Interested firms must have extensive experience in major,
long span bridge design with specialized expertise in major movable
bridge design and complex foundations. Specific services required
include structural design for fixed and movable bridges and deck
structures, geotechnical and foundation design, electrical and
mechanical design for movable bridges, bridge aesthetics, traffic
control and maintenance of traffic design, construction sequencing and
analysis of constructability. Minor services for approach roadway
design, sediment and erosion control, lighting, drainage, hydrologic
and hydraulic analysis, including scour analysis and other
miscellaneous services will also be required. Engineering services
during the construction phase will also be required for the review of
shop and working drawings and value engineering proposals, consultation
during construction, review of field problems, redesign under
construction and other miscellaneous engineering services during the
construction phase. Consultation may be required to provide field
personnel during critical construction operations. Interested firms
shall demonstrate their ability and qualifications to provide the
services which are discussed under this advertisement. The sponsoring
agencies are currently in the process of procuring a general
engineering consultant (GEC) who will have project management and
oversight responsibilities for the entire Woodrow Wilson Bridge
project, inclusive of proposed roadways and interchanges between MD 210
in Maryland and VA 241 in Virginia. The consulting firm selected for
the bridge design will be expected to coordinate and work closely with
the GEC and with the consulting firms designing the adjacent roadways
and interchanges. Firms comprising the selected GEC team, either as
prime consultant, joint venture partner or subcontractors, and
including all affiliated firms, are ineligible for participating as a
prime or subconsultant in the bridge design contract covered by this
advertisement. To be considered for this project, Expressions of
Interest must be submitted with the required qualifications and forms
in a specified format. A two stage consultant selection process will be
used. In the first stage, expressions of interest will be solicited
from interested qualified consulting engineering firms.Based on a joint
review by the sponsoring agencies of the materials submitted, a
selection of a reduced candidate list of up to five firms is
anticipated. Each of the firms selected for the reduced candidate list
will be asked to prepare a Technical Proposal and preliminary plans
for a proposed bridge concept. Each of the firms selected for the
reduced candidate list will be paid a set fee for successfully
submitting a preliminary design. Selection of the firm for subsequent
negotiation of a contract for the preparation of the final design of
the replacement bridge will be made by a selection panel made up of
representatives from the sponsoring agencies, as well as various other
selected professionals and community representatives, based upon the
panel's evaluation of the proposals offered for the bridge. All
submitted materials from all of the firms will become the property of
the sponsoring agencies and may be used in any manner at their
discretion without any additional compensation. Interested firms must
