The Office of the Chief Financial Officer for the District of Columbia, on behalf of the DC Office of Tax and Revenue, is seeking a comprehensive solution to the Year 2000 (Y2K) problem that may affect its computer system software. -- -- -- - The Office of Tax and Revenue (OTR) operates three primary automated mainframe tax systems (Business, Individual Income, and Real Property Taxes) and several smaller automated mainframe tax systems that, together, comprise approximately 1.7 million lines of code. In addition, OTR has approximately 100,000 lines of code in PC/LAN-based systems. The mainframe code is 15 to 25 years old, and includes significant elements of COBOL, Assembler, Easytrieve Plus, MIS/OL, and Command-level CICS, as well as a small amount of PL1. Databases and files include VSAM, ISAM, and other sequential datasets. The tax systems include software modules (estimated at 1/3 of the code) that reference prior, current, and prospective years. -- -- -- -- The government seeks a vendor to provide a complete Y2K mainframe solution, including: assessment, planning and developing a remediation strategy, remediation, testing, and implementation (placing of code back into production). For PC/LAN systems, the government seeks assessment and development of a remediation strategy. An optimal approach would complete the Y2K solution by December, 1998. Alternatively, all modules that reference prospective years must be remediated, successfully tested, and placed back in production no later than December, 1998, with the remainder of the Y2K solution completed no later than October, 1999. -- -- -- The successful offeror must demonstrate hands-on experience with all of the software platforms noted above, with particular emphasis placed on experience with MIS/OL. The offeror s tools should manipulate all of the software platforms in native, as opposed to text mode. The successful offeror s relevant services must be on a current federal GSA schedule or a GSA/MAS (multiple award schedules). To this end, the CFO s Procurement Office will issue a solicitation on Friday, February 27, 1998, requesting proposals from qualified private sector firms whose regular line of business is providing Y2K software solutions for governmental entities.
