rueferc@hanscom.af.mil. The Joint Surveillance Target Attack Radar
System (STARS) Program Office intends to acquire, from Northrop Grumman
Corporation (NGC), Electronics and Systems Division, Surveillance and
Battle Management Systems -- Melbourne, PO Box 9650, 2000 West NASA
Boulevard, Building 222, Melbourne FL 32902-9650, a fuel tank
refurbishment effort to be performed in conjunction with a 100 day work
effort already on contract for aircraft structural repairs. Government
objectives for the fuel tank refurbishment are: Perform all tasks
necessary to deliver a leak free fuel tank system during the Rivet
Recovery period. The effort will include as a minimum the following
tasks: Prepare aircraft for fuel tank repair team, following proper
safety procedures Perform a wing-tip to wing-tip leak check of fuel
tanks Repair identified fuel leaks including degraded fillet sealant
and boost pumps sealant Remove/re-seal all spacer shims on impact
access doors Leak test and repair as necessary until no evidence of
leaks occur Replace/re-seal all environmental/aerodynamic seals Perform
24 hour stand test and fuel check flight Deliver a leak free aircraft:
i.e., the fuel system reliability (for the six months following
refurbishment) will be comparable to the average fuel system
reliability for P-2 and P-3 combined to date. The effort shall include,
but is not limited to all engineering, program management,
configuration control, equipment production, and quality assurance. The
Government anticipates a 9 Mar 98 or earlier contract award date. The
effort must be completed no later than 1 June 1998 and must be
performed in conjunction with other on-going repair efforts in order to
minimize the period of time that the aircraft will be unavailable for
missions. The Government intends to award this action on a sole source
