and representatives from its customer and support base will be
conducting an annual Team Building exercise. The objective is to
provide an opportunity for mid-level managers and action officers to
actively practice solving problems and build an understanding and
productive relationship with each other. The participants will be from
geographically separated units with different roles and missions.
However, each mission is important to overall mission accomplishment
and open communications is vitally important. Respondents to this
notice should clearly understand that the participants are action
oriented and the absolute minimum time should be spent in an indoor
classroom. Solving real-world issues is not the course objective.
Participants are to practice solving "artificial problems" so that when
they return to duty they will be confident in resolving existing issues
as a team. Participants are to practice being aware of time management
and may or may not have the required expertise to solve an initiative.
However they will still be expected to accomplish the mission. SCOPE:
The program for each team will be a two day event with the participants
spending the night at the course location. Teams will consist of
approximately 12-13 people, possibly with as many as three teams
on-site simultaneously. These teams may be intact work teams or may be
sub-teams of a larger group and will include men and women. The same
program will be conducted three times over a three week period between
8 and 25 September. Therefore, as many as 117 people would be
participating in as many as nine separate teams. Since the expectation
is that the participants will begin to bond with each other, we expect
them to experience fear, fun, fatigue, and some frustration. The
following conditions and restrictions apply for the team building
exercises: 1. The location shall be within approximately 1 hour driving
distance from Hanscom AFB, Bedford MA 2. The program offered shall be
a diverse program that approximates equality in intellectual and
physical challenges posed. We would not be opposed to a computer
generated initiative. 3. Each source shall provide 5
corporate/government client references. 4. The facility shall
logistically support a maximum 39 people per session. We try to limit
teams to 13 people. Our goal is up to three teams in program at one
session. 5. The program offered shall provide sufficient trek meals and
snacks to help maintain energy level. In program design, offeror may
include breakfast as trek meal if warranted. 6. The program offered
shall offer decompression event (cookout, lobster bake, etc.) during
evening of first day. 7. The program offered shall be flexible,
creative, and diverse in program design. 8. The program offered shall
accommodate wheelchair-bound participants with the high expectation
there will be at least one person of this type participating over the
three week period. 9. The program offered shall offer elements beyond
high ropes and have universal access. 10. The program offered shall
offer a selection of initiatives/low elements and shall have materials
available in the proper amounts. 11. The program offered shall offer
a program requiring minimal logistical movement by participants in
motor vehicles. We don't want to spend time driving from site to site.
12. The program offered shall require accommodations as well as a
camping out scenario. Program design shall require coordination with
the government coordinator. 13. The program offered shall provide
toilet facilities in close proximity to each activity area. 14. The
program offered shall provide a detailed sample of a recommended
two-day program including provisions for debrief time. Include these
options: a water voyage/adventure with camp out, on-site with camp out,
on-site with inside accommodation. It is conceivable that if three
teams participate, each will select a different option. 15. The program
offered shall identify its limitations. For example, if you don't have
access to boats or camping equipment in the numbers required, make
this known. 16. The program offered shall provide the government
coordinator a detailed program/course two weeks prior to starting the
first course. Each interested source is requested to provide brochures
and/or other descriptive documentation of its program, as well as
names and addresses of points of contact. Any pricing information
provided, including methods of payment, would be welcome. Each
respondent must understand, however, that this notice does not imply
that there will be any binding contract issued by the Government as a
