is an intent to award a sole source order for commercial items prepared
in accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the Government's
requirement. This requirement is being issued as a Request for
Quotation (RFQ) #80091. This order will be issued under the Simplified
Acquisition Procedures (SAP) under the Test program. This is not a
small business set aside. The Standard Industrial Classification Code
3812 and the Small Business Size Standard is 750 employees. This will
be a Firm-Fixed price contract. The government intends to solicit and
negotiate on a sole source basis with Field Aviation East LTD, 2450
Derry Road, East, Hgr 2, Mississauga, Ontario, L5S1B2, Canada. The
objective of this contract is to have a deHavilland Dash 8 aircraft,
serial number 30, upgraded to incorporate a fully integrated UNS 1 C
flight management system, replacing the present King 660system. When
complete, this conversion shall be fully IFR/VFR certified, in
accordance with (IAW) Federal Aviation Administration (FAA) regulation
8110.47, and any other applicable regulations. The vender must provide
the UNS 1 C, remove the existing King 660 system and install the new
system in the space vacated. Experience with this installation must be
demonstrated by having completed and returned to service at least
three like aircraft with this system. Proof of FAA certification must
be provided with quote. A list of equipment currently in the aircraft
is available by fax request to Nancy J. Hill at (202) 324-3767. This
purchase is being done on a sole source basis because only Field
Aviation East LTD has the required FAA Supplemental Type Certificate
(STC) approval to perform this installation. United States Department
of Labor wage determination will apply, if applicable. The following
FAR Provisions and Clauses are incorporated by reference and apply to
this acquisition: FAR Provision 52.212-1 Instructions to
Offerors-Commercial Items (June 1997), FAR Clause 52.212-4 Contract
Terms and Conditions-Commercial Items (May 1997), and FAR Clause
52.212-5 Contract Terms and conditions required to Implement Statutes
or Executive Orders -- Commercial Item (August 1996). Each offeror
shall include a completed copy of FAR Provision 52-212-3 Offeror
Representations and Certifications -- Commercial Item (Jan 1997).
Representation and Certifications can be obtained via the Internet at
http://www.far.npr.gov. All proposals shall be submitted to the address
listed on line number seven no later than 1:30 P.M. EST, 3/11/98. All
proposals shall be clearly marked with RFQ #80091. Bidders are hereby
notified that if your bid is not received by the day/time and at the
location specified in this announcement, that it will be considered

324-3767. The proposed contract action is for supplies or services for
which the Government intends to solicit and negotiate with only one
source. Interested persons may identify their interest and capability
to respond to the requirement or submit proposals. This notice of
intent is not a request for competitive proposals. However, all
proposals received within fifteen days after date of publication of
this synopsis will be considered by the Government. A determination by
the Government not to compete this proposed contract based upon
responses to this notice is solely within the discretion of the
Government. Information received will normally be considered solely for
the purpose of determining whether to conduct a competitive
