The U.S. Environmental Protection Agency (EPA), under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a request for quotation (RFQ) for services to develop outreach approaches aimed at high-level corporate decision-makers, including CEOs, CFOs, and COOs, in an effort to encourage their involvement in voluntary, energy-efficiency programs. The contractor will be required to apply its extensive experience in mobilizing high-level decision-makers to adopt strategic environmental strategies in an effort to encourage them and their peers to voluntarily invest in innovative energy-efficiency strategies. The success of this initiative will be determined solely on the contractor's ability to mobilize high-level decision makers to invest in energy-efficiency strategies, through demonstrated capabilities to encourage similar environmental responsibilities in the past. The contractor shall provide all necessary facilities, equipment, material, related administrative support, and qualified Personnel required to perform the required tasks. The SIC code for this procurement is 8748. EPA is facnet certified. Award will be based on the best value to the Government, technical capability, management approach and price factors considered. This will be a Time-and-Materials type purchase order and will have a six- (6) month period of performance, with an option for one additional 6-month period.
