U.S. Coast Guard Engineering Logistics Center is seeking qualified
sources for the inspection and overhaul/repair of one (1) Pratt &
Whitney/Turbo Power & Marine FT4A Power Turbinee, Serial Number 600039.
Contractor will be required to provide all labor and materials required
to perform the following on the power turbine inducted for
overhaul/repair: (1) receive; (2) disassemble; (3) inspect; (4) provide
a detailed inspection report/repair estimate; (5) repair; (6)
reassemble; (7) test; and (8) preserve and install in a reuseable steel
shipping skid. All efforts shall be made in accordance with Pratt &
Whitney/Turbo Power & Marine specifications, standards and recommended
procedures for Marine Power Turbines as stated in the Coast Guard
Specification. This will be a Full and Open Competitive Requirement
using OEM Pratt & Whitney Parts only, and an OEM Technical
Representative shall be present during specific stages of the repair.
Technical data and/or drawings pertaining to P&W/TP&M parts are not
available within the Government and are proprietary to P&W/TP&M. It is
the Government's belief that only P&W/TP&M parts are acceptable to
ensure the proper form, fit and function of all componenets. However,
other sources having the expertise and required capabilities to provide
equivalent parts are invited to submit complete information discussing
their capabilities as follows: (i.e., salient physical, functional and
serviceablity, characteristics) 1) Show that they have satisfactorily
manufactured the part for the government or the prime equipment
manufacturer; or 2) submit complete and current engineering data
comparing the offered parts to the OEM's to demonstrate the
acceptability of the parts. Sources having the capabilities and
expertise required are invited to submit complete detailed information
discussing their capabilities in duplicate within fifteen (15)
calendar days after the date this notice is published. When calling be

Numbered Notes 22 and 26. This Synopsis is issued pursuant to FAR 5.207
(e)(3) and TAM 1205.207. THIS NOTICE IS FOR INFORMATIONAL PURPOSES FOR
