combined/synopsis solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written solicitation WILL NOT be issued. Solicitation number
N61339-98-Q-2000 is issued as a request for quotation (RFQ). All
references to "offers" are understood to be "quotations". The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-45. This is a Firm
Fixed Price Requirement (FFP). The following synopsis is for the
upgrade of Device 9A9 and 9A1B hypobaric chambers in use by the
government as altitude training devices. Specifically, the windows for
six (6) Device 9A9 chambers (devices located in NAS Lemoore, CA, NAS
Norfolk, VA, NAS Miramar, CA, Cherry Point, NC, Jacksonville, FL, and
Pensacola, FL) and one Device 9A1B chamber (located at NAS Whidbey
Island, WA) will be upgraded from the existing material (glass) to
ASME-PVHO-1-1997 compliant acrylic. This announcement constitutes a
request for the commercial items and services as described below.
Device Description: The 9A9 and 9A1B hypobaric chambers, hereafter
referenced as "chambers", provide altitude effects and hypoxia
awareness training to various government and armed forces activities.
Each device currently uses glass for viewing window surfaces which is
less desirable than ASME-PVHO compliant acrylic. Deliverables/Service
with Description: The government's objective is to procure services for
fabrication and installation of ASME-PVHO-1-1997 compliant acrylics
windows and associated gaskets. The upgrade of the chambers will
include the replacement of the existing glass viewing windows with
acrylic windows. Exact size of each window is to be determined by the
contractor. Window sizes as reflected in NAVFACENGCOM report are
provided for estimated purposes only as follows (Window, Nominal Size
(quantity) and Quantity Spares): Device 9A9 -- Chief Observer Window,
20"x88" (6), 2 spares; Side Window, 20"x36"(48), 12 spares; Lock Door,
12"x18" (12), 4 spares, 18"x18" (6), 2 spares; Bulkhead, 20"x30" (6),
2 spares. Device 9A1B -- Chief Observer Window, 14"x74" (1), 1 spares;
Side Window, 20"x25" (3), 1 spares; Lock Door, 14" diameter (3), 1
spares; Bulkhead, 7"diameter (1), 1 spares. The replacement effort
shall reflect and employ the findings resulting from a "Code-Case"
study on the performance of acrylic viewports (results of study to be
provided by the government) to ensure that the final product is safe.
The government's objective includes modifying existing documentation
for Devices 9A9 and 9A1B Operation and Maintenance Manuals, Planned
Maintenance System, Maintenance Review Cards and Sequence Control
Charts and engineering drawings. Modifications to be provided via
redline changes for government correction if necessary. New drawings
are to be provided in Autocad 10 or higher. Quotation should
includeestimates for Verification of windows sizes and gaskets.
Quotation should include separate pricing for each trainer. Response
should address detailed method of replacement and protection of the
viewpoint surfaces. Best Value Award Factors: Pricing, delivery
schedule, past performance and risk. The contracting officer is not
responsible for locating any information not identified in the quote
and reasonably available. The Government intends to award a contract,
without discussion, to the responsible offeror whose quotation
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. FAR 52.212-1
"Instructions to Offerors Commercial Items (OCT 1995)" is incorporated
by reference and applies to this procurement. Inspection and
acceptance shall be made at destination. The provision 52.212-2
"Evaluation -- commercial items" is incorporated by reference. Offers
are to include a complete copy of the provision at 52-212-3, "Offeror
Representations and Certifications." 52-212-4, "Contract Terms and
Conditions-Commercial Items" is incorporated by reference. 52-212-5,
"Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items" is incorporated by reference. The
following Clauses/Provisions are incorporated by reference: 52.222-26,

offerors shall submit fax quotes to Linda Hill, 407-380-8318 to arrive
NLT 13 March 1998. The Government anticipates an estimated award date
of 20 March 1998. Upon request, this office will provide the full text
of the FAR provisions and clauses listed herein. Contractors are
