Contract Specialist/301-496-6546 As part of the National Library of
Medicine's (NLM) commitment to quality assurance for bibliographic
data, NLM has a requirement for linking indexed citations to
subsequently published comments. NLM will provide to the Contractor
photocopies of items flagged by indexers as comments. The Contractor
shall identify the appropriate comments and the citation information
necessary to locate the item(s) commented upon. This will involve
searching and editing records in several of the databases in the
Library's computer system known as MEDLARS (Medical Literature Analysis
and Retrieval System). The Contractor will need a telephone line and a
computer to be able to establish a communications link to NLM's
computer system at a minimum rate of 1200 baud (lines supporting higher
baud are also available). NLM will supply the appropriate
communications software and telephone number for local or long-distance
access. Records in the following database files will be searched:
MEDLINE (MEDLARS online, the main bibliographic database which contains
citations from the biomedical journal literature from 1995 to the
present), its backfiles (for older citations), and HealthSTAR (file
HEALTH) which contains citations dealing with administration and
planning for health facilities, and health services research and
technology assessment. NLM will provide two external modems and the
software for accessing two dedicated PC workstations located at NLM to
edit MEDLARS citations using the MEDLARS Citation Maintenance System
(MCMS) or TCMS (Technology Citations Maintenance System). MCMS/TCMS are
PC-based systems that use a full screen forms editor containing all of
the validation tables built into the Library's online Automated
Indexing Management System (AIMS). MCMS is used to maintain MEDLINE,
and TCMS is used to maintain HealthSTAR (file HEALTH) records. The
Government will identify significant commentary in current English
language journals beginning with the publication date of 1989. A
photocopy of the comment will be supplied to the Contractor, along with
a copy of the journal throughput card which provides journal title,
volume, and date for the issue in which the comment appears. The
Contractor shall: 1) identify the comment and the citation information
necessary to locate the articles commented upon in MEDLINE, its
backfiles, or HealthSTAR; 2)search MEDLINE, its backfiles, or file
HEALTH to locate the original bibliographic citation for the item being
commented upon; 3)use MCMS/TCMS to add the citation linkages and proper
comment rubrics, obtaining a printout for each record maintained and
proofreading each record for accuracy; and 4) return the photocopied
material provided by NLM along with printouts of the maintained
MCMS/TCMS records. The Contractor will be expected to provide comment
linkages for between 800 -- 1,530 commenting articles per month with
the average being 1,300 per month. This requirement is set-aside 100%
for small businesses. It is anticipated that a one-year, fixed price,
indefinite delivery (indefinite quantity) type contract will be
awarded. The contract will contain options to extend the term of the
contract for two (2) successive one-year periods and options for
additional quantities in each year. The Request for Proposal (RFP) will
be available approximately fifteen calendar days from publication of
this announcement. All responsible sources may submit a proposal which
will be considered by the National Library of Medicine. Copies of the
