potential sources interested in the privatization of the U.S.Army owned
electrical distribution systems at Fort McPherson and Fort Gillem,
Georgia. The scope of this initiative involves the purchase, ownership,
maintenance and operation of the electrical distribution systems.The
contractor shall manage the maintenance, repairs, replacement, etc., of
the electrical distribution systems to ensure adequate and dependable
electrical service is distributed to all Government connections. The
Fort McPherson and Fort Gillem electrical distribution systems consist
of, but are not limited to: transformers, poles, wiring,associated
equip- ment for a 12.47 Kilovolts Aerial Transmission System, to
include all stocked inventory; transformers, poles, wiring, associated
equipment for a 12.47 Kilovolts Underground Primary Distribution
System to include all stocked inventory; transformers and equipment for
converting 12.47 Kilovolts to building service voltage to include all
stocked inventory. Locations of the transformers and equipment is a
combination of exterior and interior as applicable for the facility or
building being served. Street lights and secondary meter devices, to
include all stocked inventory. The Army may award a 10-year utility
service contract to a commercial service provider whose oral
presentation and written response to a solicited Request for
Proposal(RFP) best meets the needs of the Government based on scored
evaluation factors of technical capability, past experience and
performance, qualifications and licenses, environmental issues, price
and other cost-related factors. A draft RFP will commence the
privatization process. Respondents are requested to submit letters of
interest for this potential acquisition to the address indicated above
by March 23, 1998. Letters of interest shall include a brief company
profile and experience statement demonstrating experience in owning/
