Commisstion intends to negotiate a contract to lease electronic postage
meter equipment compatible with the U.S. Postal Service Regulations.
This requirement will apply to all Commission Area and Local offices.
The postage equipment must meet the following requirements: Process of
feeding, sealing, and metering is to be completed through one
operation. Handle mixed size feeding in a single stream with one
postage rate. Automatic electronic scale interface with meter setting
feature to print the precise amount of postage. Process up to 150
envelope per minute. Process mail up to 3/8" thick. Postage scale to
contain postal and express service rates. Automatically turn off system
when not in use. Capability to monitor, track, store and report on each
piece of mail and total postage expense. Security capability to protect
database. Water soluble roll tape. Automatic feed up to 10" x 13"
envelopes. Speed: 150 cycles per minute. Provide in-depth training
detailing all equipment features for each installation point. This
training should be administered and conducted by a training instructor
to the designated EEOC employees on the proper operation of the
equipment provided. Provide annual training and educational
opportunities (i.e., postal education and/or mail management workshops)
for all designated EEOC mail representatives throughout the contract in
order to help EEOC identify cost saving meausres and remain current on
changing USPS regulations and other reform efforts. Provide
consultation on cost saving measurements and improvements for mail
management for Headquarter's and each field location. It is anticipated
that an award will be made for a base year with three one-year options.
