Contracting Officer for this solicitation is WJ Anonie. The C-17 Life
Support Facility is a one story 26,000 SF facility comprised of 2,500
SF office space, 2,500 SF training areas, 17,500 SF of life support
shop (storage and equipment repair) areas, 3,500 in restrooms, closets
and break vending areas. There is no special equipment or equipment
support included in construction of this facility. Because this
facility is considered mission essential to the Air Force, it will be
supported by piles to eliminate settlement of the structure and slab
during a seismic event. Exterior materials will include Charleston Air
Force Base standard metal roofing, brick veneer, and aluminum framed
windows. The addition of precast concrete wall panels may be used to
relate to the nearby Wing Commander's Building. Interior finishes will
be in accordance with the HQ AMC Design Guide. Cooling is needed in
all spaces of the building. In order to control the conditioned air in
the large storage rooms, grocery store type automatic sliding doors
will be used as the primary dock access for normal traffic in and out.
Strict humidity control will not be necessary; however, the system
will be designed so that mildew will be kept off the stored material.
A mechanized materials storage and handling system will be purchased
and installed by the Government after construction of the building is
complete. A clear height of 20 feet will be provided in the two storage
spaces in order to maximize the efficiency of this system. A gas fired
boiler will be used and a chiller will be provided so that the
building will not be connected to the base central steam or chilled
water systems. This will allow for 24 hour control of temperature and
humidity by the user. For fire protection, the building will be 100%
