(937) 255-1944; FAX (937) 255-2696. USAF Aeronautical Systems Center is
requesting proposals for the C-5 aircraft reliability and
maintainability improvements for the flight and engine displays and
flight control system (AWFCS) as well as communication, navigation, and
surveillance enhancements (GATM). Two (2) separate model contracts
would be awarded to a single contractor who will have Total Integrated
System Performance Responsibility (TISPR) for the entire effort. One
model contract is for Engineering/Manufacturing Development (EMD) with
options for production kits and installation. EMD is planned as a
Cost-Plus-Award-Fee (CPAF) contractual arrangement. The planned
contractual arrangement to acquire approximately 126 C-5 AMP systems
for the Production Options and Installation Options is Firm Fixed Price
(FFP) with Economic Price Adjustments (EPA) in thelater option
out-years. The second model contract is for CLS/COMBS and will be
awarded concurrently to the same contractor as the
EMD/Production/Installation Contract. The CLS model contract is Firm
Fixed Price (FFP) with Economic Price Adjustments (EPA) after the fifth
year. The CLS effort contains ten (10) one-year options for continued
CFE C-5 AMP maintenance support. This includes Ramp Up, COMBS, Interim
Contractor Support (ICS), Contractor Logistics Support (CLS),
Technical Data, and COMBS buyout. Mr. Steve Plaisted has been appointed
as Ombudsman to hear concerns from offerors, or potential offerors,
during the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. Existence of
the Ombudsman does not diminish the authority of the program director
or the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, evaluation of
proposals or the source selection process and therefore, for routine
matters on individual solicitations, please contact Mr. John Meyer,
