Munitions Test and Evaluation Program Office, Project CHICKEN LITTLE
(CL), Eglin AFB FL intends to conduct submunition seeker/sensor captive
flight tests (CFT) and signature testing at Eglin AFB FL test areas
during the period of May to June 1998. This event will utilize foreign
and domestic classified/unclassified ground mobile vehicles as targets
in a static and dynamic environment intended to gather seeker/sensor
system performance and/or signature data for analysis and algorithm
development. This is an invitation to industry to participate in this
event. Participants must provide all necessary aerial platforms;
hardware/software systems, including seeker/sensor instrumentation; and
all personnel to accomplish the complete set of data collection
missions. Offerors will be responsible for providing all necessary
insurance for personnel and hardware, hold harmless agreements, etc.,
to conduct activities on a US Government installation. In exchange for
the provisioning of the targets, ground truth data, range operations,
meteorological data, etc., the offerors will be required to provide
the Government a complete set of collected data; unclassified and/or
classified. It is CL policy that data collected and retained will be
protected as proprietary, securely stored at the appropriate
classification level(s) and will not be released/disseminated without
consent of the owner/sponsor of the hardware. Restrictions because of
available range time, environmental conditions, and airspace
constraints may require limitations on the number of participants that
can be accommodated. In that case, offerors will be selected based on
the following criteria: 1) technical parameters, 2) maturity of the
test item/system, and 3) potential applications. Offerors chosen for
participation will be invited to sign a Statement of Capability (SOC)
with CL. This SOC will define the basis for participation and identify
specific requirements to be satisfied by the offeror and the
Government. Offerors will be required to have established security
clearances for all involved personnel at the time of SOC signature. A
CFT planning meeting will be held 12 and 13 March 1998 at TASC Inc.,
1992 Lewis Turner Blvd., Ft Walton Beach FL, beginning at 8:30 a.m.
each day. Written requirements must be established by 25 March 1998 and
forwarded to the CL Program Office to allow for sufficient Government
coordination of resources, airspace, and logistical needs requested by
each participant for the set-up and during conduct of the CFT. Range
set-up is anticipated to commence in early May 1998 and be completed
several days later. Interested participants are encouraged to attend
the planning meeting to be considered responsive participants and to
have in attendance qualified individual(s) representing your
organization's interests in potentially participating. Additionally,
the potential participant's representative(s) attending are required to
be ready to present/provide to the Government a qualification package
that includes a technical proposal describing their demonstration
hardware. This package must also summarize recent test programs
including test results, instrumentation systems, required test
parameters (altitude, slant range, ground instrumentation, etc.),
aerial test platform, associated technical information and
capabilities/limitations. Of primary interest are advanced concept and
multi-mode systems. Since this is not a request for a formal contract
award, there will be no Request for Proposal (RFP), nor will any
binding selection criteria be prepared. Participation under the SOC is
not subject to the Contracts Dispute Act of 1978 and not subject to
arbitration or dispute. Security clearances at the SECRET level are
