AGENCY ANNOUNCEMENT (BAA) FOR A UNIVERSAL LIFE SUPPORT EQUIPMENT TESTER
Description: SOL N68335-98-BAA-801. The Naval Air Warfare Center
Aircraft Division, Lakehurst (NAWCADLKE) is interested in receiving
proposals (technical and cost) for the development of a Universal Life
Support Equipment Tester (ULSET). These testers are to be used to
conduct functional checks, tests and maintenance on Aviator Life
Support Equipment (ALSE). Technical proposals should describe the
proposed tester design and detail the specific functions the tester
will perform. The cost proposal should include costs associated with
building one (1) functional prototype (per design), representative of
a production unit.Due to budgetary constraints, proposals will be
evaluated on a first come first served basis. Submission of proposals
to this BAA within 45 days of this announcement is strongly encouraged.
Responses will be accepted at the procurement office any time during
the six month period from the date of this announcement. Background:
Currently, several separate pneumatic and electronic test devices are
used to preflight and maintain ALSE. The ULSET is intended to replace
these equipment-specific test sets. The ULSET is envisioned to be a
single piece of portable test equipment useable at the organizational
('O') level (this includes the flight line and aboard ship). Typical
functional checks performed on ALSE require the use of compressed shop
air to inflate life preservers, life rafts, and Anti-G suits, etc..
Additionally, maintenance of equipment such as the CSU-17/P Counter
Pressure Vest require a clean and dry compressed air source compatible
with O2 clean equipment. The pressures required range from zero to
20psi; controllable in increments of 0.05 in H20. Electrical test
requirements include battery tests, up to 28 volt DC. Desired ULSET
physical characteristics are: (1) Weight -- equal to, or less than, 25
pounds; (2) Volume -- not to exceed 4,000 cubic inches; (3) portable
and (4) EMI hardened. Ideally, the ULSET will accommodate all the test
and maintenance actions required on the following equipment: CSU-13/P
and CSU-15/P 'G'-suits; CWU-60/P (A/P22P-7(V) Anti-exposure garment;
Pressure-demand O2 masks; A/P22P-14(V) CBR respirator assembly;
AN/AVS-9(V) and AN/AVS-20/20 Night vision goggles; URT-33, PRC-90,
PRC-90-2, and PRC-112 survival radios; SDU-5/E Strobe light; SEAWARS
battery; FLU-8B/P Automatic life preserver inflation device; LPA-2
series preservers; LPU-XX/P series preservers; LPP-1 series preservers;
LR-1 rafts; LRU-XX series rafts; HGU-32/P Anti-exposure hood; HAU-12/P
Anti-exposure mittens; Navy Combat Edge ensemble which includes the
CSU-17/P Counter Pressure Vest, KMU-561 Helmet Bladder, MBU-24/P Oxygen
Mask, and CSU-20/P Lower Garment. The ULSET should also be capable of
testing current Navy helmet/oxygen mask/communication assemblies. An
ULSET performance matrix which lists this equipment and additional
information about the parameters to be tested may be obtained via

Garcia@Lakehurst.navy.mil. Government testing and evaluation of ULSET
prototypes will commence July 98. Proposals should consist of two
separately bound volumes. Volume I shall provide the technical proposal
and management approach and Volume II shall address cost. Proposals
will be evaluated as they are received. Award decisions will be based
on the following criteria: (1) Overall scientific and technical merit,
(2) the offeror's ability to demonstrate feasibility, (3) the
offeror's capabilities, related experience, facilities, techniques or
unique combinations of these which are integral factors for achieving
the proposed objectives, (4) originality of theidea and (5) realism of
proposed cost. Contractors shall submit five (5) copies of their
proposal. Technical proposals should be limited to twenty-five (25)
pages. Volume II shall include a cost and fee summary, and detailed
cost breakdowns of labor hours by labor category, material by vendor
quotes and purchase history, travel, computer and other direct and
indirect costs. The cost of preparation of the response to this BAA is
not considered an allowable direct charge to the resulting contract

issues and cost response format. Offerors are cautioned that only

Contract type (firm fixed price, cost reimbursement, cost sharing) will
depend on the nature of the offer received, cost/benefit analysis and
available funding. All proposals submitted under this announcement
should be considered government property. No formal solicitation will
