B -- DETERMINE STATIC STABILITY FACTOR FOR 32 VEHICLES. SOL DTNH22-98-Q-02041 DUE 032798 POC Mike Adorno, Contract Specialist, (202) 366-4663 or Janice B Flemming, Contract Officer, (202) 366-9564 The National Highway Traffic Safety Administration (NHTSA) intends to issue a competitive Request for Quotation for a study to determine the static stability factor for 32 light duty vehicles. NHTSA's Office of Crash Avoidance Standards needs measurement data as described below on thirty-two (32) 1998 model-year vehicles including eight (8) small cars, eight (8) pickups, ten (10) sport utility vehicles, and six (6) vans. The contractor shall make all the arrangements necessary to obtain the test vehicles and keep them for a sufficient length of time to complete the test/measurement and reporting requirements of this contract. The contractor shall prepare each vehicle for testing/measurement. The contractor shall measure each vehicle's track width, roof height, weight as tested (including a test occupant or surrogate and fuel), center of gravity height, roll pitch, and yaw moments of inertia about the vehicle's major axes through its center of gravity. The center of gravity height and roll, pitch, and yaw moments of inertia shall be measured on an Inertial Parameter Measurement Device or a Vehicle Inertial Measurement Facility. Length measurements shall be accurate to +/- 2mm. Weight measurements shall be accurate to +/- 45 N. Center of gravity height shall be accurate to +/- 6mm. The error bounds, defined as plus or minus two times the standard deviation, for moment of inertia measurements shall be three percent of the average measured value (based on past measurements using the same equipment and procedures.) Measurements shall be conducted at a minimum rate of three vehicles per week. The contractor shall calculate the Static Stability Factor for each vehicle. Acquisition is anticipated for a period of 5 months. The request for Quotation will be mailed to those organizations responding in writing to this announcement within 15 days after notice appears in the CBD. In absence of responses from firms who believe they have the capacity to perform this requirement, within the time specified, herein, a competitive Request for Quotation will be issued to firms available.
