The U.S. EPA, Region 2 requires cleanup services as specified in delivery orders for time-critical and rapid remedial response actions in the Commonwealth of Puerto Rice and the U.S. Virgin Islands. A five (5) year Time & Materials, Requirements type contract is contemplated for time-critical removals and rapid remedial actions, which include oil, petroleum, and hazardous substance releases. The successful contractor will be required to insure that cleanup personnel and equipment are on-site within 48 hours of receipt of a delivery order. In the case of emergency response actions, the successful contractor will be required to insure that the Response Manager and Health and Safety Officer are on-site within 8 hours of receipt of a verbal delivery order and the required equipment and personnel must be on-site within 24 hours of receipt of the verbal delivery order. These responses shall be conducted under Section 104 of the "Comprehensive Environmental Response, Compensation and Liability Act of 1980" (CERCLA) as amended by "Superfund Amendments and Reauthorization Act of 1986 " (SARA), Subtitle I of the "Resource Conservation and Recovery Act" (RCRA) as amended by SARA of 1986, the "Clean Water Act" as amended by the "Oil Pollution Act of 1990." The contractor may also be tasked to support EPA's role under the "Federal Response Plan" in instances of presidential-declared disasters pursuant to the "Robert T. Stafford Disaster Relief and Emergency Assistance Act" (Stafford Act). For those concerns requesting the solicitation package, requests may be faxed to 212/637-3410.
