COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 27,1998 PSA#2041U.S. Office Of Personnel Management, 1900 E Street, NW., Room 1342,
Washington, DC 20415 U -- BENCHMARKING HIGH PERFORMING FEDERAL AGENCIES SOL
OPM-98-SS-001rdh DUE 031298 POC Ray Hesson; 202-606-1045 WEB: Office of
Personnel Management Home Page, http://www.opm.gov/procure. E-MAIL:
Contracting Officer via e-mail, rdhesson@opm.gov. U -- This request is
for information only. Proposals are not being requested nor will they
be accepted in response to this synopsis. The purpose of this synopsis
is to ascertain information only. The Office of Personnel Management
(OPM) seeks information from small business concerns and/or firms
qualified under Section 8(a) of the Small Business Act to determine
whether or not an acquisition for educational and consultant services
should be issued as a Small Business Set-aside or as a set-aside under
the Small Business Administration's 8(a) Program. Based on the
information received from this request, a separate synopsis will be
issued requesting proposals. OPM intends to issue a solicitation for up
to five years of services (one base year and four one-year options) for
educational and consulting services to instill and promote progressive
management practices and techniques in OPM client Federal agencies. A
single contract may be awarded. The Standard Industrial Code (SIC) is
8741. The size standard is $5 million per year. OPM intends to issue
an indefinite delivery-indefinite quantity task order contract to
support initiatives undertaken to service its customer base to fully
utilize the latest proven approaches and techniques in benchmarking and
developing high performing organizations. Examples of products and
services for which tasks may be issued under the contract include, but
are not limited to: Information Assembly of up-to-date information
about high performance organizations, particularly the practices
involved in developing and sustaining learning organizations. Education
Perform education services for high level Federal executives in
educational environments where they must interact (on a recurring
basis) with executives at similar levels from a wide range of profit
and not-for-profit organizations. The content of the education
component must focus on the following subjects: high performance
(accomplishing results); learning organizations (where continuous
improvement is the norm); personal growth and learning (as a
prerequisite for improved organizational performance); the impact of
the models (or internal images) that people use; the significance, use
and development of commonly held organizational goals and
organizational values; enhancing the capacity of teams to create
desired results; and systems that operate within organizations or that
effect organizations. OPM anticipates that executives participating in
the education described above will want the consultants they meet
through such seminars and/or conferences to conduct follow-on
educational programs in the executive's own organization. Therefore,
follow-on courses (in the subject matter listed above) may also be
required. Consultation Executives and the Federal human resource
development specialists who work with them will, from time to time,
need assistance from external consultants. This effort includes help in
clarifying purposes, selecting strategies for communication and
learning, and implementing and evaluating the communication/learning
strategies. Reporting Summary reports containing consultant
recommendations will be required. These recommendations are likely to
cover actions that the Federal executives and Federal HRD specialists
should take to foster high performance. As the work is completed,
additional reports will also be required. These reports will serve as
a case history of what the consultant, the Federal executives and the
Federal human resource development specialists accomplished.
Management/Project Plan In the initial phase of this effort, the
contractor shall provide a management/project plan of proposed actions
the contractor will undertake. Small Business concerns, or firms
qualified under Section 8(a) of the Small Business Act, who wish to
respond to this request for information, should forward information
addressing the following items: 1. Understanding of the Work: Potential
offerors should address their knowledge of the subjects listed in the
"Education" section of this synopsis. 2. Past performance and relevant
experience: Potential offerors should address their general
capabilities and relevant project experience. This should include
information about any relevant educational events conducted by the
offeror as well as information about the organizational level and
position titles of those who attended these events. This should also
include information about consulting work done by the offeror --
including information about the content of that consulting as well as
the organizational levels and position titles of the offeror's clients.
3. Organizational structure and resources: Potential offerors should
describe in general terms the qualifications of key personnel and the
experience of the offeror in performing related work of this type. OPM
will evaluate responses to this synopsis and make a decision as to
whether or not to limit participation in this acquisition to small
business concerns or to award this requirement to a firm qualified
under the Small Business Administration's 8(a) program. Responses must
be received within 14 days after the date of publication of this
synopsis. Address responses to Ray Hesson, Office of Personnel
Management, Room 1342, 1900 E Street, NW., Washington, DC 20415. The
email address is rdhesson@opm.gov. The fax number is 202-606-1464.
