Applications Contracting Office proposes to acquire on an other than
full and open competitive basis On Board Inert Gas Generating Systems
(OBIGGS) for MH-60K and MH-47E Special Operations Aircraft fuel systems
from Litton Life Support Systems. OBIGGS generates and introduces
nitrogen enriched air into the fuel system ullage to maintain oxygen
levels at or below nine-percent which decreases the probability of
fires from ignition sources penetrating these fuel systems. A total of
two systems will be acquired as a result of this contract action.
These systems will be manufactured installed and subjected to testing
in accordance with ADS-37A-PRF, MIL-STD-704C and MIL-STD-810E. Litton
Life Support Systems shall use technologies previously developed and
currently used on other military aircraft systems to produce the two
systems required by this contract. Examples of Litton products
currently being used on military aircraft include Litton OBIGGS p/n:
3261073, Litton Air Separation Module p/n:3261069, Litton OBIGGS p/n:
3261029 and Litton Oxygen Concentrating Systems (LITOCS) p/n: 3261132.
Upon successful completion of testing, the Technology Applications
Contracting Office anticipates award of a follow-on production contract
for up to 50 additional systems plus logistics support. The systems to
be acquired under this contract action will be delivered to the
Government not more than 240 days after contract award. Based upon
market research, the Government has concluded that only Litton Life
Support Systems currently possess off-the-shelf products which can be
adapted to this Special Operations Aircraft requirement All responsible
sources may submit a proposal which shall be considered by the
Technology Applications Contracting Office. Notes 9 and 22 apply.
