19 -- DESIGN, CONSTRUCT, TEST AND DELIVER A STEEL TOWBOAT SOL DACW61-98-R-0015 DUE 043098 POC Michelle Bertoline, Contract Specialist, (215) 656-6914 The vessel to be acquired is a steel inland river towboat of suitable quality and characteristics to support the repair fleet of the U.S. Army Corps of Engineers, Louisville District. The vessel will be a self-propelled, steel towboat with a minimum of 4500 Horsepower operating at a maximum draft of nine feet. The vessel will support year round mobilization of floating equipment in support of scheduled and emergency maintenance to the navigable channels and navigation structures on the Ohio and Green Rivers. A high degree of propulsive power, maneuverability, and reliability is required along with features to provide ease of maintenance and minimum vibration. The acquisition will be a negotiated, best value procurement performed using the Contracting By Negotiation procurement process prescribed in FAR Part 15. The proposals must meet the required technical characteristics identified in the Request for Proposals (RFP) and will be evaluated on the following factors which are listed in descending order of relative importance: Technical, Management, Cost and Past Performance. The technical portion of each proposal will be weighted more heavily than the management portion which will be weighted more heavily than the cost portion. Cost is, however, a significant factor. Cost will be weighted more heavily than past performance. Liquidated Damages are included in the contract. The RFP will be furnished at no charge and will be available on or about 17 March 1998.
