34 -- ACETYLENE BOTTLES, OXYGEN BOTTLES AND TRUCKS FOR GAS BOTTLES SOL DSWA01-98-Q-0022 DUE 031198 POC Susan Benik, Negotiator, (703) 325-6962, Edward Archer, Contracting Officer, (703) 325-5028 This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number is DSWA01-98-Q-0022 and is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-02. The provisions at 52.212-1, Instruction to Offerors-Commercial, and any addenda, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, is hereby incorporated with the following factors to be included in paragraph (a): Low responsive, responsible offeror. Offerors must include a completed copy of the provisions at 52.213-3, Offeror Representations and Certifications-Commercial Items, with the offer. The clause 52.212-4, Contract Terms and Conditions, and any addenda, apply to this acquisition. The clause 52.215-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items, applies to this acquisition. This acquisition is rated DX-C9E under the Defense Priorities and Allocations Systems. CLIN 0001 -- Ninety (90) acetylene bottles to meet the following specifications: a. 250 cubic foot capacity; b. Internal volume: approximately 2,668 cu. in.; c. Diameter: approximately 10 inches; d. Wall thickness: approximately .13 inches; and e. Acetylene valve: CGA 300. CLIN 0002 -- Sixty (60) oxygen bottles to meet the following specifications: a. 250 cubic foot capacity in accordance with Department of Transportation specification 3AA2265; b. Oxygen valve: CGA 540. CLIN 0003 -- Sixty (60) trucks for gas bottles to meet the following specifications: a. Heavy duty, steel construction suitable for carrying one oxygen and one acetylene bottle as specified above; b. Center hoisting column terminating in a lift ring; c. Tubeless, pneumatic tires, 5.30-12, with tapered roller; d. Base plate containment rings and a mid-mounted chain or other device to ensure that cylinders remain securely in place when moved on the ground and during hoisting; e. Trucks shall be finished with high gloss, scratch resistant paint, in manufacturer's standard color. CLIN 0004 -- maintenance manuals -- No later than 15 days after contract award, one (1) copy of the operations and maintenance manuals (in English and Russian, if available) shall be provided to DSWA/PMRA. Additionally, one (1) copy of the operations and maintenance manual shall be provided with each item of equipment in English and Russian, if available.
