325-5028 This is a combined synopsis/solicitation for commercial items
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. Solicitation number is
DSWA01-98-Q-0027 and is issued as a request for quote. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-02. The provisions at 52.212-1,
Instruction to Offerors-Commercial, and any addenda, applies to this
acquisition. Provision 52.212-2, Evaluation-Commercial Items, is hereby
incorporated with the following factors to be included in paragraph
(a): Low responsive, responsible offeror. Offerors must include a
completed copy of the provisions at 52.213-3, Offeror Representations
and Certifications-Commercial Items, with the offer. The clause
52.212-4, Contract Terms and Conditions, and any addenda, apply to this
acquisition. The clause 52.215-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,
applies to this acquisition. This acquisition is rated DX-C9E under the
Defense Priorities and Allocations Systems. CLIN 0001 -- Cable Cutting
System. The Defense Special Weapons Agency (DSWA) will now provide
three (3) auxiliary cable cutting systems to cut the cables from the
dismantled submarines into shorter lengths compatible with the
previously provided metal recovery systems. The cable cutter shall be
capable of processing cable up to 50 mm (2") in diameter. The material
to be processed shall consist of mono-conductor and multi-core cables
of aluminum and copper with rubber and plastic insulation. Vendors
must provide information that details how the proposed product meets
the specifications outlined below, which the cable cutting system must
meet, including, but not limited to, product brochures and pictures.
The specifications are as follows: a. Capable of running on 50 Hz,
220V, 3 phase AC electric power; b. The motor shall be rated at least
10 HP, c. Hydraulic cutting blade operation with a 90 ton cutting
power; d. Operating rate of at least 10 cuts per minute inclusive with
the cutting blades in the fully extended position; e. Blade length of
at least 16 inches; f. The unit shall include a safety screen fitted
to cover the cutting area and protect the operator from cut pieces; g.
The blade shall be capable of being operated by a foot control; h.
Safety warnings and control labels shall be printed in English and
Russian. All necessary accessories for system start-up and operation
shall be furnished by the Contractor. CLIN 0002 Spare parts: Each cable
chopper shall be provided with a set of spares and consumables. Bidders
shall propose and cost recommended spares list and consumables to
insure system operation for a period of one (1) year. The amount shall
be based on a 40 hour per week usage at maximum rated capacity. CLIN
0003 One (1) copy of the operations and maintenance manuals shall be
provided with each item of equipment in English and Russian, if
available. The unit shall also be supplied with instructions on how to
install and calibrate the unit in English and Russian, if available.
If only English versions are available, the contractor shall supply the
manuals to DSWA/PMRC NLT 30 days after contract award so they can be
translated. CLIN 0004 The vendor shall provide training for two (2)
representatives of the Cooperative Threat Reduction Logistic Support
(CLS) contractor, Hughes Technical Services Company, who would provide
training in turn to Russian personnel. Training shall consist of
instruction in installation and calibration, as well as the basic
operation of the unit and routine maintenance requirements. The
training shall take place at a CONUS location designated by the
offeror. We assume that the training would be undertaken just prior to
shipment. CLIN 0005 Loading, Packing, Marking, Documentation, and

Destination (Sterling, VA) by 45 days after award. This is an
unrestricted procurement. FAR 252.246-7000, Material Inspection and
Receiving Report (Dec 91) is hereby incorporated in this solicitation.

issue an amendment, offerors must provide written address information
