76 RQF/RA requires the purchase of various Wulfsberg II aircraft radio
equipment. This is a combined synopsis/solicitation for commercial
items is prepared in accordance with (IAW) the format found in the
Federal Acquisition Regulation Subpart 12.6, as supplemented with
additional information in this notice. This announcement constitutes
the only solicitation. Quotes are being requested and a written
solicitation will not be issued. The solicitation number for this
synopsis/solicitation Request for Quotation (RFQ) is F04684-98-T0116,
and a Request For Quote is hereby issued. The solicitation document,
and the provisions incorporated into it, are those in effect through
Federal Acquisition Circular 96-03. This is a Sole Source manufacturer
purchase, with the designer/manufacturer being Chelton Avionics Inc,
Wulfsberg Electronics Division. The specifications are as follows: the
specific model is required to interface with the current system with
no modifications to form, fit or function. Item RT-5000, Vertical
Mounting Tray, Part Number 300-316605-01 which supports the RT-5000 in
conjunction with the RT-5000 shock mount. Necessary for installation
into the aircraft. Quantity is for 3 each. Item Shock, RT-5000, Part
Number 246-017812-01, Shock mounts underneath RT-5000 radio unit. It is
a metal piece on legs (table shaped) which absorbs vibrations at 9ms
altitude. The RT-5000 "floats" on this shock mount. Quantity is for 3
each. Item RT-5000 Radio, Part Number 400-015525-0101, Wulfsberg Radio
Unit, the complete unit installed in helicopter for total
communications support. Quantity is for 7 each. Item FC-550 Logic
converter, Part Number 153-017851-01, Antenna Tuner, 5"X5" metal box,
universal mounting box, Quantity is for 7 each. Item C-5000-NW NVG Dual
System interface, Part Number 31300-0201-1200, allows system to be
night vision goggle compatible. Produces lighting and displays, which
don't wash out night goggles. It allows the RT-5000 to interface with
other helicopter radios and systems. Ties the radio into pilots helmet
and microphone, Quantity is for 7 each. Delivery of all items shall be
30 days after the award of the contract, FOB Destination will only be
considered for all offerors. Delivery will be to Receiving Office, Bldg
5500, Bay A, Vandenberg AFB CA 93437. The provisions of FAR 52.212-1
"Instructions to Offerors -- Commercial," and 52.212-2 "Evaluation --
Commercial Items" apply to this acquisition. The criteria for paragraph
(a) of 52.212-2 is as follows: (1) does the proposed equal item and
provided descriptive literature meet the Government's minimum
requirements, and (2) does the contractor provide past performance that
shows that they are capable of delivering the required items? Offerors
must submit with their quotes a completed copy of the provision at
52.212-3 "Offeror Representations and Certifications -- commercial
Items." The clause at FAR 52.212-4 contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items"
whichapply to this acquisition are 52.203-10 "Price or Fee Adjustment

solicitation notice is being issued in accordance with (IAW) Citations
10 U.S.C. 2304(c )(1)(2)and (3) or 41 U.S.C. 253(c )(1)(2) and (3) and
Federal Acquisition Regulation (FAR) 6.003, 6.302-1, 6.302-2, and
6.302-3. Companies which respond to this CBD announcement will be
transferred to a source list. Quotations must be submitted only by
written responses within 15 days after publication of this notice to

2D, Vandenberg AFB Ca 93437-5226. Oral responses are not acceptable;
however, interested parties may contact me by telephone or FAX for
questions. Please remember to include you 9-digit zip code. All letters
or packages containing quotes must be sent to the attention of Jim
Mastin, and should clearly state on the exterior of the package "RFQ #
98T0116." Each offeror shall sign his/her quote, an original signature
is required on the quotation. Each quoting firm shall (1) show the unit
price, including unless otherwise specified, packaging, packing and
preservation, and (2) include the extended price for total quantity, in
the case of a discrepancy between the unit and extended prices, the
unit price will be presumed to be correct. If quoting an equal item,
although one is not authorized, quotes must include adequate
descriptive material to determine whether the proposed item will meet
the technical requirements specified herein. Offers must make an
affirmative statement in their signed quote that (1) their quote is
valid for 60 days from the date of their quote and (2) delivery will be
accomplished within 30 days after the award of the contract. All
responsible sources may submit an offer which will be considered.
