the current Smart Multi-Circuit Terminal (SMCT) System with new or
upgraded Hardware/Software, that provides real-time, global
subscriber-to-subscriber, message service for Terrestrial Critical
Control Circuits (TCCC). The upgrade will provide a number of
additional enhancement that will implement: Improved routing and
message archival; Improved message error correction/alert; Rapid and
responsive network and local node reconfiguration; Refined user
friendly audit trail access and retrieval; Detailed message statistics,
and extended error message files/with greater storage capacity; and
either attended or remote operation, which will extend the life of the
DSCS control system. The upgrade to SMCT II is one of a number of
subsystems intended to be replace/upgraded, in order to achieve the
future Objective DSCS Operations Control System (ODOCS) configuration.
The SMCT(III) architecture shall conform to the ODOC interface
requirements documents, be modular, and easily extensible, to support
other potential control assets such as commercial, and/or future
satellite system control requirements. SMCT(III) shall be compliant
with the Army Technical Archictecture and support the ODOC Operational
Requirements Document (ORD). Interested persons are invited to
identify their interest and current capability to respond to the
requirement by by forwarding a written reply addressed to US Army CECOM
Acquisition Center, Attn: AMSEL-ACCA-A-AB(JES), Fort Monmouth, NJ
07703-5008, by COB 16 Mar 98. Replies should include a summary of the
necessary supplies and services to provide approximately 120 each GTC3
Systems which includes 20 each Control Nodes. Also, a brief
description of the company's technical capability to provide existing
commercial off the shelf equipment or the ability to modify off the
shelf equipment to satisfy the program should be provided. This is not
a request for bids or proposals but serves as a notice to interested
