Monmouth NJ, seeks sources for an economical commercial solution for providing connectivity with switching capability between equipment at Defense Satellite Communications System (DSCS) Operations Centers (DSCSOC) and DSCS Earth Terminals and Satellites. The present system connects satellite and transmission monitor and control systems subsystems (such as DASA, DFCS, DGCL, etc.) in the DSCSOC through up/down conversion in the Frequency Conversion Subsystem (FCS) to the Radio Frequency Interface System (RFIS), which allows for switching, summing, dividing, and power amplified X-Band connectivity to each resident Earth Terminal. Innovative solutions, such as converting inputs to allow switching at L or S band, are encouraged. The major considerations for a RFIS/FCS replacement are: (1) Increased efficiency from the present switching method; (2) Ability to connect 6 ETs through 32 uplink/downlink ports; (3) Modular port design to allow for future expansion in ET and subsystem capacity; (4) Increased isolation between paths to 90 dB; (5) Incorporated spectrum analyzer to monitor paths; (6) Design for ease of maintenance to preclude necessity of handling SMA connectors and wave guide during most maintenance actions; (7) Enhanced troubleshooting (Bit/Bite) capability; (8) JTA-compliant computer interface and remote capability for measuring, monitoring, and control of RFIS signal, power, and attenuator levels; (9) Automatic power balancing in paths; (10) Redundant/standby RF amplifiers; (11) Ability to support control of Universal Modem System (UMS); (12) Operation over X-Band, with flexibility for operation over for C, Ku and Ka Bands Additional information may be found at the CECOM Business Opportunities Page internet web site address http://acbop.monmouth.army.mil. Acquisition is envisioned as competitive firm fixed price, contract award Winter 1998, initial fielding in Summer 2000. The contract will set initial delivery of between 5 and 8 RFIS/FCS systems with yearly options for additional modules and spares.
